In 1894, when the Donghak peasant revolution took place, and for many people, Kobu uprising was a symbolic event explaining the Donghak peasant revolution. In other words, the uprising that started in highland was the beginning and the beginning of the revolution. However, Jang Bong-sun, who was from Jeongeup in 1936, distinguished the Kobu Uprising from the Donghak Farmers' Revolution in the Jeon Bong-Jun-Shil Gi which was published in Jeongeup-Gunji. Since then, Choi Hyeon-sik and Cho Kwang-hwan of Chung-eup have organized the Donghak Farmers' Revolution according to this logic. As a result, the Kobu Uprising was excluded from the Donghak Farmers Revolution as defined in the Special Act on the Donghak Farmers Revolution, which was promulgated in 2004. Furthermore, many Certified Korean History Textbook summarize Kobu Uprising as the background of the Donghak peasant revolution. It is not easy to clarify whether the case of Kobu Uprising or Mujang Forces is the beginning of the Donghak peasant revolution. Moreover, the revision of the Special Law on the Donghak Farmers' Revolution and the revision of the approved Certified Korean History Textbook, which are beyond the academia, are a difficult problem. In particular, there is no excuse for the fact that the research results organized or published in the region where the Kobu Uprising took place, namely Jeongeup, distinguished Kobu Uprising from the Donghak peasant revolution. Therefore, the assertion that the Kobu Uprising should be included in the Donghak Farmers 'Revolution is the beginning of the Donghak Farmers' Revolution. Joint research or forums are needed for this.

동학농민혁명이 일어난 1894년 당시는 물론 그 이후 다수 국민에게 고부봉기는 동학농민혁명을 설명하는 상징적인 사건이었다. 즉 고부에서 시작된 봉기가 혁명의 출발이며 시작이었다. 그런데, 1936년 정읍 출신 장봉선은 󰡔정읍군지󰡕에 실은 ｢전봉준실기｣에서 고부봉기와 동학농민혁명을 구분하였다. 그 이후 학계는 물론 정읍의 최현식과 조광환 역시 이 논리에 따라 동학농민혁명을 정리하였다. 그 결과 2004년에 공포된 ｢동학농민혁명 특별법｣에 정의된 동학농민혁명에 고부봉기가 제외되었다. 더 나아가 현행 검인정한국사교과서 다수는 고부봉기를 동학농민혁명의 배경으로 정리하고 있다. 고부봉기와 무장기포 중 어느 사건이 동학농민혁명의 시작이냐에 대한 정리는 쉽지 않다. 더욱이 학계의 범주를 넘어선 ｢동학농민혁명 특별법｣ 개정과 검인정한국사교과서 수정은 난해한 문제이다. 특히 고부봉기가 벌어졌던 지역, 즉 정읍에서 그간 정리하거나 발표한 연구 성과가 고부봉기를 동학농민혁명과 따로 구분하였다는 사실은 변명의 여지가 없다. 따라서 고부봉기가 동학농민혁명의 시작이므로 동학농민혁명에 포함되어야 한다는 주장은 정읍지역이 풀어야 숙제이다. 이를 위한 공동연구나 공개토론회가 필요하다.
