This study intends to estimate an objective and incentive compatible WTP and WTA by using methodology of experimental economics in order to decide social demand of nuclear power plants. The estimation of WTP and WTA for the general public and residents of the nuclear power plants are measured in two ways; a verbal survey and a monetary method. WTP can be underestimated up to 0.46 times and WTA is up to 0.83 times. And also, a heterogeneity of preference is shown between the general public and residents of the nuclear power plants by calculating it with virtual convenience, altruistic convenience, time preference, and risk aversion.

본 연구에서는 원자력 발전소의 사회적 수요를 결정함에 있어서 ‘실험경제학적 방법론’을 활용하여 보다 유인합치적이고 객관적인 WTP와 WTA를 추정하고자 한다. 일반 국민들과 원전 지역 주민들에게 WTP와 WTA를 현금과 구두 방식의 두 가지 방식으로 추정한 결과 WTA는 0.46배까지 과소평가가 가 능하고, WTP는 0.83배까지 과소평가가 가능함을 보였다. 또한 일반 국민과 원전 지역 주민 간의 ‘선호 의 이질성’을 가상의 편의, 이타적 편의, 시간 선호와 위험 회피 등으로 추정하여 선호의 이질성이 존재 함을 보였다. 이러한 선호의 이질성은 발전소 주변지역 지원제도 등을 개선하는 데 대한 이론적 근거를 제공할 것으로 판단된다.
