The teaching of foreign languages in Korea has been down and slow due to several reasons. This paper introduces CEFR (Common European Reference for Languages) as a new approach to our old problems. The current situation of Korea demands a common basis for the elaboration of Korean as well as foreign language (especially, Japanese and Chinese) syllabuses, curriculum, guidelines, examinations, textbooks, evaluation, certificates, etc.. CEFR aims to help a language learner to learn some foreign languages independently on his/her need basis, and promotes the language institutes to guide the contents and the methods in language teaching and evaluation objectively. This paper reviews CEFR and some papers concerning its application in USA, Europe, Japan and Korea. Among many things, CEFR consists of ELP (European Language Portfolio) and CAN-DO List in terms of language learning. It is pointed out that the common reference levels can be modified according to the researchers, and how to elaborate the so-called Asian language portfolio is an on-going issue. It is urgent to study CEFR itself and make a new version of CEFR for Korean Foreign Language Learners in order to make Korean language well known and in order to make Korean people understand the world better. A language is a door to the world and CEFR is the key of it. (Pukyong University)

본 연구는 CEFR(Common European Framework of Reference for Languages；유럽공통참조기준)에 관한 이해를 높이고, 한국 외국어교육의 도입에 있어 의의와 향후 과제를 고찰한 것이다. 한국에서의 외국어교육은 침체기에 있다. 여기에는 많은 이유가 있겠으나, 언어교육자로서 언어교육의 새로운 준거 틀을 제시하지 못한 점도 그 원인이라고 할 수 있다. CEFR은 사람들이 각자의 필요에 따라 외국어를 독립적으로 배울 수 있도록 도와주고 언어교육 기관들로 하여금 그 교육의 내용과 방법을 일관성 있게 제시하고 객관적으로 평가하는 것을 장려한다. 이 논문은 CEFR을 소개하고 한국에서의 적용 가능성을 모색하여 향후 방향을 제시하였다.
