The study aims to show how to improve the moral practical competence of public officials. Public officials have played a role in the fair execution of state affairs. Public officials have a mission to work for the people since their first appointment. The mission of the public office is called the public service. In other words, the public officials deserves their position in accordance with their identity. This study summarizes the ethical competencies that public officials should have and presents specific ways to educate ethical practical competencies. This study employs co-op co-op teaching method for collaboration as a model. This technique provides the problems that public officials may face while performing their duties, and contributes to improving their rational judgment and problem-solving skills. This study is waiting for the further empirical research to show the efficiency of this co-op co-op method to public officials.

공직자는 국가의 일을 공평사하게 집행해야 하는 역할을 수행해야 한다. 공직자는 최초 임용되는 순간부터 국민들을 위해 봉사해야 하는 사명을 갖게 된다. 공직자의 일에 대한 당위적 요청을 우리는 공직윤리라 한다. 즉 공직자가 스스로의 정체성에 부합되게 자신이 직분을 마땅히 수행해야 한다는 것이다. 본 연구는 공직자가 갖추어야 할 윤리적 역량을 정리하고, 다양한 윤리적 역량 중 하나인 윤리적 실천 역량을 어떻게 교육할 것인지에 대한 구체적인 방안을 제시한다. 이 연구는 하나의 방법으로 협동을 위한 협동학습(co-op co-op) 기법을 원용한다. 이 기법은 공직자들이 공무를 수행하면서 실제로 직면할 수 있는 문제를 제공하고, 그 문제에 대한 합리적인 판단과 문제 해결 기술을 향상시키는 데 기여한다. 이것이 곧 공직자의 윤리적 실천능력을 고양하는 방법이다. 향후 연구에서 협동을 위한 협동학습을 현장에 적용한 효과성 검증이 필요하다.
