The purpose of this study is to conduct a meta - analysis on the results of the study on the public institution management evaluation system and to draw some implications for the problem and improvement plan of the management evaluation system. The results of the analysis show that the most important problem of the management evaluation system of public institution is the problem of selection of indicators and the result of management evaluation can serve as a means of sequencing public institutions. In addition, management evaluation infringes the autonomy of public institutions, and it is possible to mass-produce structures that are forced to perform management that is biased toward short-term results. Second, the most important consideration in the improvement plan of the public institution management evaluation system is to reflect the evaluation indicators that can measure publicness and to diversify the evaluation cycle.

본 연구의 목적은 지금까지 다양하게 수행되어 온 공공기관 경영평가제도에 대한 연구 결과들을 대상으로 내용분석방법을 적용하여 메타분석을 실시하고 경영평가제도의 문제 점과 개선방안에 대한 시사점을 도출하는 것이다. 이를 위해 2014년부터 2018년까지 5개 년 동안의 경영평가제도와 관련된 연구보고서와 연구논문들을 수집하였고 데이터마이닝 과정을 거쳐 핵심 주제어를 도출하고 그 연결중심성과 클러스터를 확인하였다. 분석결과, 첫째 공공기관 경영평가제도의 가장 핵심적인 문제점은 지표선정상의 문제이며, 경영평 가결과가 공공기관을 서열화하는 수단으로 작용할 수 있고 경영평가가 공공기관이 지니 고 있는 자율성을 침해하고 있으며, 단기적인 성과에 치우치는 경영을 할 수 밖에 없는 구조를 양산할 수 있다는 점이다. 둘째, 공공기관 경영평가제도의 개선방안에서 가장 우 선적으로 고려되어야 하는 것은 공공성을 측정할 수 있는 평가 지표 반영과 평가주기의 다변화였다.
