This paper apparently focused on issues and approaches to wide-area administration in the Japanese local system by employing critical reviews on the current studies to find out practical and policy implications. The major characteristics in the Japanese wide-area local administration can be analytically summarized in six points. Firstly, the structure of the wide-area administration has conceivably developed by the hiatus between administrative function and autonomous zone facilitated by socio-economic change. As the second point, it might induce that administrative problems in the wide-area local system have been narrowly down to a local dimension. Thirdly, the coordinating approaches among local autonomies to resolve this wide-are administration problems have focused on the peculiarities of the legislative system. Fourthly, the Japanese local administration has been preconditioned to the comprehensive local administration system. Fifthly, this comprehensive local administration system has acted as a restricted factor for organizing and institutionalizing the diverse coordinating approaches in the wide-area administration in the local governments. And finally, in the case of reviewing some coordination methods to settle down the wide-area administration problems by linking the institutionalized and organized tasks to the wide-area administration ones, it has blocked a way of the inter-structured approach to the wide-are administration by participating central and local governments under the national administrative system.

본 연구의 목적은 일본 지방제도에서의 광역행정에 관한 기존연구의 비판적 검토를 통 해 광역행정론의 의미와 주요쟁점 및 접근법을 분석하고, 그러한 논의에 내재하여있는 특징과 함의를 고찰하는 것이다. 일본 광역행정론의 주요한 특징을 정리하면 다음과 같 다. 첫째, 광역행정의 발생구조를 사회경제적 환경변동에 의한 행정기능과 자치구역과의 괴리에서 추출하고 있다. 둘째, 이러한 관점으로 인해 광역행정 문제를 지방적 차원의 문 제영역으로 축소하고 있다. 셋째, 광역행정과제를 해결하기 위한 지방자치단체 간 조정방 식의 법 제도적 특성론에 논의가 집중되어있다. 넷째, 일본 지방자치단체의 행정적 특징 으로서 지방종합행정체제를 상정하고 있다. 다섯째, 이러한 지방종합행정체제가 광역행정 을 위한 지방자치단체 간 다양한 조정방식의 제도화와 조직화를 제약하는 주요 요인으로 작용하고 있다. 여섯째, 광역행정과제를 해결하기 위한 조정방식을 검토하는 경우에 광역 행정과제와 그것의 해결을 위한 구체적인 조직화 및 제도화의 문제를 직접 연동시킴으로 써 중앙지방을 포괄하는 국가 전체 행정시스템의 구조 내재적 측면에서 광역행정 문제 에 접근하는 것을 차단하고 있다.
