The purpose of this study is to investigate the relationship between local government expenditure and regional economic growth in Jeollanam-do. Although most prior empirical studies present controversial findings about the effects of spending policies, this study reexamines these issues with more recent data and with careful attention to the components of local government expenditure. Selected independent variables for analysis were the seven major sector of expenditure(general administrative expenses, public order and safety expenses, education and cultural tourism expenses, environmental protection expenses, social welfare expenses, economic development expenses, regional development expenses). GRDP and local government income was used as dependent variable. The empirical results support the findings that the local government expenditure may encourage the growth of regional economic. And this study comes to the conclusion that Jeollanam-do needs intensive investment on regional development sector, social welfare sector, and education and cultural tourism sector for regional economic growth. The issues and alternatives suggested in this process will greatly help finding efficient financial management measures in Jeollanam-do.

지방자치단체 재정지출에 대한 관심은 보다 직접적으로 지역경제성장과 연계되어 이해 되어지고 있다. 이러한 관점에서 본 연구에서는 지방재정지출과 지역경제성장이 어떠한 관계를 가지고 있으며, 지역경제성장에 지방재정지출 각각의 항목이 어떠한 영향을 미치 는지를 전라남도를 대상으로 분석해 보았다. 전라남도의 분야별 세출항목 중 분석의 의 미가 크다고 판단되는 주요 지출항목(일반행정비, 공공질서및안전비, 교육및문화관광비, 사회복지비, 환경보호비, 지역개발비, 경제개발비)으로 한정하여 재정지출 측정의 대상으 로 삼았으며, 종속변수는 지역내 총생산과 자체수입으로 한정하였다. 본 연구의 분석결과, 지방재정지출이 지역성장에 긍정적인 영향을 미치고 있으며, 그중에서도 지역개발 부문, 사회복지 부문, 그리고 교육 및 문화관광 부문의 경우 지역경제에 미치는 영향의 정도가 다른 지출항목에 비해 높은 것으로 나타나 향후 이 부문에 대한 투자를 증가시킬 경우 지역성장에 긍정적인 영향을 미칠 수 있음을 보여준다. 이러한 결과는 전라남도의 재정 지출계획을 수립함에 있어 주요 초점이 지역개발, 사회복지, 교육 및 문화관광 부문 등에 맞추어져야 함을 시사한다.
