This study aims to review the recent trend of Korean welfare attitude longitudinally by using the 'Subsequent Survey of Welfare Perception Survey' of the Welfare Panel Survey, and further to confirm the explanatory factors of welfare attitude in order to verify the welfare attitude of our society. This study has the significance of examining the welfare attitude of our society in the transitional stage toward the welfare state from the empirical point of view by identifying the explanatory factors of various concepts constituting the welfare attitude. In addition, this study has its significance in providing implications for the establishment of welfare policies of local governments considering the change of welfare attitude. As a result of this study, welfare contribution is rising, distribution value and universal welfare value are decreased, and conservative people and progressive people are not consistent in political orientation. Therefore, the welfare attitude of the residents is based on the effect of the welfare policy that is felt rather than the political tendency. The expansion of welfare expenditure of local governments meets the preference of the residents and shows that it is connected to political support when a consensus with the local community is formed.

본 연구는 우리사회의 복지태도에 대한 실증적 재검증을 위해, 복지패널조사의 ‘복지인 식조사 부가조사자료’를 활용하여 한국인 복지태도의 최근 경향을 종단적으로 살펴보고, 나아가 복지태도의 설명요인을 확인하고자 한다. 복지태도를 구성하는 다양한 개념에 대 한 설명요인을 규명함으로써 복지국가로 향하는 과도기적 단계에 있는 우리사회의 복지 태도를 현 시점에서 단계적으로 추적하여 실증적인 관점에서 살펴본다는 의의를 가진다. 또한 복지태도의 변화추이를 고려한 지방자치단체의 복지정책의 수립방안에 시사점을 제 공함에 그 의의를 둔다. 본 연구의 결과 복지부담금이 상승하고 있고, 분배중시 가치관과 보편적 복지중시 가치관이 감소하며, 정치성향에서 보수적인 사람과 진보적인 사람이 일 관성을 나타내지 않는 것으로 나타났다. 그러므로 주민의 복지태도는 정치적 성향 보다 는 체감하는 복지정책의 효과에 기반하는 것으로 지방자치단체의 복지지출 확대는 주민 의 선호에 부합하고, 지역사회와의 공감대가 형성될 때 정치적 지지와 연결됨을 보여준다.
