The purpose of this study is to examine the contents of the correctional system for preventing sexual offender re-offending after their release from prison, focusing on psychological treatment programs that support their correction of attitudes and criminal tendencies at correctional facilities in both Korea and Japan. For this purpose, the contents of the general improvement instruction and the special improvement instruction in Japan were summarized. Especially, sexual crime re-offending prevention instruction of the various special improvement instructions was described from the identification of inmates to the major contents, components and education methods of programs by density. And the overview of the psychological treatment programs for the sexual offenders was examined in Korea as well. Based on the Good Lives Model, the integrated model that accommodates the Risk-Need-Responsivity Model is set in the theoretical background, andthe program is composed of a total of 10 modules(for high risk offenders). In this paper, as above, the following implications were obtained through the sexual offender education program in both Korea and Japan. First, qualitative analysis is required to take into account the specificity of description data. Second, a follow- up study on the recidivism rate or re-entry rate of educated inmates is needed. Third, the psychological treatment of program operators(education specialists) as well as the study of them should be done together. Fourth, it is necessary to develop individual treatment programs that are tailored to the individual characteristics of the offender, while making the composition of the educational workforce more flexible. Finally, in the case of those who need intra-social treatment, an institutional strategy should be provided to enable the program or psychological treatment to be connected to society.

본 연구의 목적은 수형자들의 출소 후 재범방지라는 교정의 목표를 달성하기 위하여, 현재 한일 양국의 교정시설에서 시행되 고 있는 수형자 교육 중에서 성폭력사범의 태도 및 범죄경향성 교정을 지원하는 심리치료 프로그램을 중심으로 그 내용을 살펴 보고 우리나라 프로그램의 개선 가능성을 고찰하는 것이다. 이를 위하여 우선 일본에서 실시되고 있는 일반개선지도와 특별개선 지도의 종류와 내용을 요약하였고, 특별개선지도 중에서도 성범 죄재범방지지도의 대상자 선정에서부터 밀도별 프로그램의 주요 내용 및 구성요소, 교육방법 등에 대하여 기술하였다. 다음으로 는 우리나라에서 실시되고 있는 성폭력 심리치료 프로그램의 개 요를 살펴보았다. 우리나라에서는 좋은 삶 모델을 중심으로 재범 방지 모델과 위험성-욕구-반응성 모델을 수용한 통합모델을 이 론적 배경으로 하고 있는데, 이를 바탕으로 총 10개의 모듈(고위 험군 기준)로 프로그램이 구성되어 있음을 정리하였다. 본고에서는 이상의 내용을 바탕으로 한일 양국에서 실시되고 있는 성폭력사범 심리치료 프로그램 전반을 비교하였고 일본의 제도를 통하여 다음과 같은 시사점을 얻을 수 있었다. 첫째, 프 로그램의 효과평가를 위하여 교육대상자의 과제나 상담내용 등 기술(記述)데이터의 특수성을 고려한 질적 분석이 필요하다. 둘 째, 교육받은 수형자들의 재범률 등에 대한 추적연구가 필요하 다. 셋째, 교육전담직원에 대한 연구뿐만 아니라 이들에 대한 보 수교육도 동시에 이루어져야 한다. 넷째, 교육인원 구성을 유연 화하고 대상자의 개인적 특성에 맞는 개별처우 프로그램을 개발 할 필요가 있다. 마지막으로, 사회 내 처우가 필요한 성폭력사범 경우, 프로그램이나 심리적 처우가 사회와 연계될 수 있도록 하 는 제도적 장치가 마련되어야 한다.
