This research analyzed the utilization of abolished schools in Korea and Japan. And also analyzed the“Sangsang Madang Nonsan” to provide the basic data for utilization of small youth training center. For this, the examples of utilizing abolished school in Korea and Japan were researched and based on comprehensive assessment table for youth training center, the utilization and management of youth training center were analyzed focusing on “Sangsang Madang Nonsan”, the exemplary case of national youth training center. The results from this research are as below. First, the utilization of abolished school for youth training center is suitable for alternatives of increasing abolished school and disciplinary activities for youth in which the scale is getting smaller. Second, by looking at the examples for utilization of abolished school, they are mostly used as cultural center, accommodation or complex center, auto camping site, youth training center and education facility, also most of facilities had the programs of education and experience combined such as experience program and family program etc. Third, among the 25 lists of comprehensive assessment table 2016 for youth training center, by setting 7 lists(the possibility for establishing long-term development plan, the possibility of establishing yearly management plan, the utility rate of teenagers compared to general users, safety care of teenagers, management of disciplinary activities for youth, the degree of obtained employees and abidance to the standard of assigning juvenile tutor) as a standard, “Sangsang Madang Nonsan” fulfilled the conditions to obtain the level excellent according to the result of youth training center management evaluation.

본 연구의 목적은 늘어나고 있는 국내 폐교를 활용하여 소규모 청소년수련원으로 사용하기 위한 기초자료를 제시하는데 한다. 이를 위해 국내 폐교를 활용한 사례 와 일본 사례를 조사하고 청소년수련시설 종합평가 지표에 근거하여 국내 청소년 수련시설로서 모범 사례인 “상상마당 논산”을 중심으로 폐교를 활용한 청소년 수련시설 활용 및 운영 방안에 대하여 분석 하였다. 본 연구에서 도출된 결과는 다음과 같다. 첫째, 폐교의 청소년수련원 활용은 늘어나는 폐교와 변화하는 청소 년수련활동의 소규모화의 대안으로 적합하다. 둘째, 폐교 활용 사례를 살펴보면 문화시설, 숙박 및 복합시설, 오토캠핑장, 청소년수련원 및 교육시설로 대부분 활 용되고 있으며 운영에 있어서 체험 프로그램, 가족 프로그램 등 체험과 교육이 함 께 어우러져 운영되는 기관들이 대다수였다. 셋째, 2016년 청소년수련원 종합평가 지표 25개 항목 중 7개 항목(중장기 발전 계획의 수립 여부, 연간 운영계획 수립 여부, 전체 이용자 대비 청소년 이용률, 청소년의 안전 관리, 청소년수련활동 운영 관리, 직원확보의 수준, 청소년지도사 배치기준 준수)을 기준으로 “상상마당 논 산”의 청소년수련원의 운영 내용 조사 결과 평가 지표 내용상 최우수 등급을 획 득 할 조건을 충족하고 있었다. 이처럼 폐교시설을 활용한 청소년수련원 사례 분 석을 통한 폐교의 청소년수련원 활용방안은 ‘상상마당 논산’의 운영 사례를 바 탕으로 충분한 가능성이 있음을 확인할 수 있었다. 늘어나는 폐교를 학교의 본연 의 교육적 목적을 상실하지 않고 다양한 청소년활동과 청소년육성사업에 기여할 수 있기에 폐교의 청소년수련원 활용은 충분한 가능성이 있다고 볼 수 있다.
