The 4th Industrial Revolution is a mega trend that leads technological innovation and technology-driven social changes in the domestic industry. Through technological innovation, new technology development and work efficiency improvement are remarkable, and the appearance of society is changing significantly. In the fourth industry, key technologies are emerging in the fields of physics, digital technology, and biological technology. Hyper-connectivity and super-intelligence, leading to big changes in technology and industry, are the key elements of the Fourth Industrial Revolution in terms of employment structure by eliminating simple and repetitive tasks. Regional public corporates have to understand the characteristics of the fourth industry and respond to the changes. However, regional public corporates have a huge gap in manpower, IT resources, and input budgets. The ecosystem platform of regional public corporate is a solution to overcome the cap and difficulties and prepare the changes in the Fourth Industrial Revolution. The ecosystem platform can be composed of the integrated platform, platform by type, and private platform according to the operator, and each has advantages and disadvantages in terms of complexity, construction cost, professional personnel, information security, change response, autonomy of operation, and maintenance. The platform can be constructed by innovation education, service development, system construction, and service upgrading, and the established platform can lead social change centered on technology by developing new services and improving work efficiency.

4차 산업혁명의 초연결성, 초지능화 등의 특성은 공유경제 활성화, O2O(Online-to-Offline) 경제 구현 등 혁신적인 사회 변화를 일으킬 것으로 예상하며, 지방공기업은 이에 대응하기 위해 데이터 역량기반 강화, 민간과의 협업체계 구축, 대국민 서비스 콘텐츠 개발 등의 노력이 필요할 것이다. 하지만 지방공기업은 영리 추구를 존립의 이유로 삼고 있는 민간 기업과는 달리 비용판제 측면에서의 수익성을 추구하고 있으므로 수익구조가 제한되어 있고, 4차 산업혁명에 대응하기 위한 전문인력, IT 자원, 투입예산 등이 부족하여 정보 공유에 대한 정책지원이 없으면 능동적인 대처가 어려운 것이 현실이다. 따라서 지방공기업이 4차 산업혁명 시대에 발맞추어 나가기 위해서는 지방공기업 생태계의 유기적인 협력이 필수적이다. 본 연구에서는 지방공기업이 4차 산업혁명 시대에 성공적으로 대응하려는 방안으로 다수의 이해관계자로 구성된 지방공기업 생태계 플랫폼의 구축방안을 제안한다. 지방공기업 생태계 플랫폼은 운영 주체에 따라 통합플랫폼, 유형 별 플랫폼, 그리고 기관별 플랫폼으로 구성할 수 있으며, 복잡도, 구축비용, 전문인력, 정보보안, 변화대응, 운영 자율성, 유지보수 측면에서 장단점을 갖는다. 이와 같은 지방공기업 생태계 플랫폼은 4차 산업혁명 관련 교육, 지방공기업 서비스 개발, 시스템 구축, 그리고 서비스 고도화를 통해 가능하며, 구축된 플랫폼은 신규서비스 개발 및 업무 효율성 개선으로 기술 중심으로 사회 변화를 이끌 수 있다.
