Does democratic assistance have a positive impact on democratic consolidation in sub-Saharan Africa? In order to find out an answer for this question, this study separates democratic assistance from development assistance and empirically tests whether democratic assistance has a positive impact on both political fairness and power turnover. It uses data about official development assistance provided for 47 African countries from 1985 to 2010. Democratic assistance targets for recipient country to fight corruption, strengthen legislative branch and political parties, keep judicial branch independent, and boodt democratic participation. Democratic assistance can limit the negative influence of neopatrimonialism among political elites on democratic institutionalization. The statistical evidence is consistent with the hypotheses. This study suggests that we should offer more democratic assistance because democratic consolidation helps recipient country can improve its quality of governance and then lead to increase the aid effectiveness.

아프리카에 제공되는 민주주의 원조는 과연 이 지역 민주주의 수준 향상에 긍정적인 영향을 미쳤는가? 이에 대한 답을 구하기 위해 본 논문은 1985년부터 2010년까지 사하라이남 아프리카 47개국에 제공된 공 적개발원조를 개발 원조와 민주주의 원조로 구분하고, 민주주의 원조가 해당 수원국의 정치 공정성 향상과 정권교체 횟수 증가에 긍정적인 영향을 미치는 지 경험적 분석을 실행했다. 민주주의 원조는 부패 방지와 입 법부와 정당의 역할 강화, 사법부의 독립성 강화, 민주적 참여와 선거, 지방분권 등에 대한 공적개발원조를 내용으로 하고 있다. 아프리카 지역에서 민주주의 원조는 이 지역 정치 엘리트 중심으로 작동하는 신가산제 의 효과를 제한하여 민주주의 제도화에 긍정적인 영향을 미치는 것이다. 통계분석 결과는 민주주의 원조 규 모가 증가할수록 수원국의 정치 공정성이 향상될 뿐 아니라, 정권교체 횟수도 증가하는 것으로 나타났다. 민 주주의 제도화가 수여국의 거버넌스 질을 향상시키고 개발원조의 효능성도 높일 수 있기 때문에 민주주의 원조 규모를 확대하는 것은 매우 중요하다.
