The Innopolis research company in Jeonbuk Innopolis, designated in 2015, is growing rapidly in terms of quantity. However, the Innopolis research company through technology investment by government-funded research institutes is very poor. The purpose of this study was to analyze the policy transfer and technology commercialization policy factors for the Innopolis research company through the technology investment of government-funded research institutes in Jeonbuk Innopolis, and to find a policy plan. The research method presented 6 hypotheses of the policy factors for technology transfer and commercialization of government-funded research institutes in the Jeonbuk region to establish research institutes, and suggested the importance of policy through analysis of the survey contents. In addition, detailed strategies for the six policy factors were presented and detailed implementation strategies of the policy were identified along with a questionnaire about the importance of the strategy to be prioritized. Lastly, the 7-point Likert scale was measured for 6 policy factors to assess the current level of technology transfer and technology commercialization using the government-funded research institutes in Jeonbuk. As a result of the analysis, the reason why the Innopolis research company using government-funded research institutes in Jeonbuk region is very low is due to the lack of research-related companies in research fields, lack of strategy for the development of Jeonbuk, and discovery of technology transfer companies. As a detailed strategy to improve this, it was emphasized to find technology demand companies and business models of government-funded research institutes. The importance of strengthening the cooperative system of industry, university, and research institute was suggested as important.

2015년 지정된 전북연구개발특구 연구소기업 설립은 양적측면에서 급성장하고 있으나 전북연구 개발특구 내 설립한 연구소기업 중 정부 출연(연)의 기술 출자를 통한 설립은 매우 저조한 실정이 다. 본 연구는 전북연구개발 특구의 정부 출연(연)의 기술 출자를 통한 연구소기업 설립을 위한 기 술이전 및 기술사업화 정책요인을 분석하고 정책방안을 찾고자 실시하였다. 연구 방법은 연구소기업은 설립을 위한 전북지역 정부 출연(연)의 기술이전 및 사업화 활성화 정책요인 6개 가설을 제시하고 분석을 통해 정책의 중요성을 제시하였다. 또한 6개 정책요인에 대한 세부 전략을 제시하고 우선되어야할 전략의 중요성을 분석하여 정책의 세부 실행 전략을 세 고우고 자 하였다. 마지막으로 6개 요인에 대한 7점 리커트 방식의 척도 측정을 하여 현재의 전북 지역 기술이전 및 기술사업화 정책 수준을 진단하였다. 분석 결과 전북 정부 출연(연)을 활용한 연구소 기업 설립이 매우 저조한 원인은 정부 출연(연) 연구 분야 연관기업 부족, 전북 산업발전 전략 부족, 기술이전 기업 발굴이 우선 해결해야할 것으 로 분석되었다. 이를 개선하는 세부 전략으로 정부 출연(연) 기술수요 기업 발굴, 비즈니스 모델 발굴, 산․학․연 협력강화 등의 중요성을 제시하였다.
