This paper attempts to analyze the effects of regulation on labor productivity and revenue per employee from current period to three period ago through a fixed effects model, using the regulatory stringency index across Korean industries and KIS-VALUE data. The result displays that in manufacturing sector, labor productivity is significantly and negatively affected by the regulatory stringency index, while the regulatory stringency index has significantly positive impacts on revenue per employee. The characteristics of manufacturing and service sector and theories of economic regulation play a vital role in explaining the difference between the effects of regulation on firm performance variables for manufacturing and service sector.

본 연구는 한국행정연구원(2013)의 규제지수와 한국신용평가정보(KISVALUE)에서 제공하는 개별 외감기업의 재무정보를 활용하여 1998년부터 2014년까지 17년간의 제조업 10,692업체 및 서비스업 12,918업체의 패널 자료(panel data)를 작성하였다. 분석결과 동태적으로 규제는 제조업 및 서비스업에 속한 개별기업의 1인당 부가가치 및 1인당 매출액에 상반된 영향을 주는 것으로 나타났다. 서비스업에 속한 개별기업의 1인당 부가가치에 대해서는 규제가 당기 및 1기전에 양(+)의 유의미한 영향을 주는 것으로 나타났지만, 1인당 매출액에 대해서는 모든 기에 지속적으로 음(-)의 유의미한 영향을 주는 것으로 나타났다. 이처럼 규제의 효과가 각각의 생산성 지표에 대해 상반되게 나타난 것은 규제의 공익 이론(public interest theory)과 규제의 사익 이론(private interest theory) 그리고 제조업과 서비스업의 특성을 고려할 경우 일정 부분 설명가능하다.
