The drones, which were developed for air force aircraft and missile practice shooting targets, are now rapidly expanding their utilization range to broadcasting and public administration areas beyond pure hobbies and leisure. The drone-related market is growing rapidly, and drones are already deeply in our daily lives. This research explored the possibility of using drones in policing activities, especially in the field of public safety. To that end, technical and legal standards were established, and efficiency and feasibility were comprehensively reviewed based on these criteria. Efficiency was divided into human resource efficiency and purpose fulfillment efficiency, and the feasibility was divided into technical and legal issues. Based on the related laws, rules, and various reports within the police, the activities of public safety were divided into evidence gathering, patrol, women's safety-return service, security law, gun and gunpowder management, and enforcement of amusement business. Efficiency and feasibility criteria were used for each task. In-depth interviews were conducted to officers who have worked in the police field for more than five years to enhance the reliability of the verification and application measures for efficiency. The result indicated that patrol work was the highest in terms of efficiency, and enforcement of amusement business was the highest in terms of feasibility. This study focused only on the field of public safety, but further research will require an overall analysis of police activities. Based on this, a comprehensive utilization plan in the security sector should be prepared.

공군기나 미사일 연습 사격 표적용으로 개발되었던 드론이 이제는 순수 취미, 레저 용을 넘어 방송이나 공공행정분야까지 급속도로 활용범위가 확대되고 있다. 드론 관련 시장은 급속도로 성장하고 있으며, 드론은 이미 우리의 일상생활에서 깊숙하게 들어와 있다. 본 연구에서는 치안활동, 특히 생활안전 분야에서 드론의 활용 가능성에 대해 검토 하였다. 이를 위하여 기술적 기준과 법적 기준을 설정하였으며, 이를 토대로 효율성과 가능성의 종합적인 검토기준을 마련하였다. 효율성은 인력효율성과 목적달성 효율성으 로 구분하였으며, 가능성은 기술적 문제와 법적 문제로 구분하였다. 생활안전 업무를 관련 규정 및 경찰내 각종 보고서를 토대로 증거수집 업무, 순찰업 무, 여성안심귀가서비스 업무, 경비업법 업무, 총포·화약 관리 업무, 풍속단속 업무 등 으로 세분화하였다. 각 업무에 대해 효율성과 가능성의 기준을 활용하여 분석하였다. 효율성 등에 대한 검증과 적용 방안의 신뢰성을 높이기 위해 해당 경찰분야에 5년이상 근무한 직원을 대상으로 심층인터뷰를 실시하였다. 분석 결과 효율성의 측면에서는 순찰업무가 가장 높았으며, 가능성의 측면에서는 풍 속단속의 업무가 가장 높았다. 본 연구는 생활안전 분야만을 중점적으로 분석하였으나 향후 연구에서는 경찰업무 전반에 대한 분석이 필요할 것이다. 이를 토대로 치안분야에 서의 종합적인 활용계획이 마련되어야 할 것이다.
