This article begins with raising the following problem: The self-help program has started with an anti-poverty policy, but practically it is dragging the poor into the administrative system, causing them to remain outside the market, reproduce poverty, and fall into the trap of welfare dependence. The way in which the post-capitalist system governs the labor market makes workers abandon entering the market by removing them out of the market. The working poor outside the market use the welfare system to re-enter the market, but the result is not anti-poverty or stable re-employment, but rather welfare dependence and poverty reproduction. Why does this paradox arise, and what mechanisms are created from this structural situation? To this end, I first explored the post-capitalist transformation of self-help dispositif. Next, I identified how the welfare field works, and finally examined the new conduct ethics required by different agents in the welfare field. Thus this study tries to emphasize the need to establish new relationship between poverty and democracy by revealing how the post-capitalism system works to produce and govern the poor.

본 논문은 다음과 같은 문제의식에서 출발했다. 자활사업은 탈빈곤 정책으로 출발했지만 실제로는 빈민을 행정체계 내로 포섭하면서 여전히 시장 밖에 머물게 하고 빈곤을 재생산하도록, 나아가 복지의존의 덫에 빠지도록 만드는 역설을 초래하고 있다. 후기자본주의체제가 노동시장을 통치하는 방식은 노동자를 시장 밖으로 퇴출시키면서시장 진입 자체를 포기하게 만든다. 시장 밖에 놓여 있는 노동빈민들은 재진입하기위해 국가의 복지제도를 활용하지만 그 결과는 탈빈곤이나 안정적인 재취업이 아니라복지의존과 빈곤재생산의 순환고리에 갇히는 것이다. 이러한 역설이 왜 발생하는 것인가, 이러한 구조적 상황은 어떤 메커니즘에 의해 창출되는가. 이를 위해 필자는 먼저, 자활장치의 후기자본주의적 변형을 탐색했다. 다음으로 복지 장의 작동방식을 규명한 다음 마지막으로 복지 장의 행위주체들에게 요구되는 새로운 품행윤리를 살펴보았다. 이로써 본 연구는 후기자본주의체제가 빈민을 생산하고 통치하는 작동방식을밝힘으로써 빈곤과 민주주의에 대한 새로운 관계설정이 요청됨을 역설하고자 했다.
