In recent years, it has been noticed that Japan is actively accepting foreigners without any history. It is attracting foreign students or high-quality human resources or giving new residency status to industries that had been previously treated as simple labor, thereby redefining them as professional occupations that require some skill. In other words, Japan is expanding its door for foreigners to come to Japan. This increase of “foreign workers”, the economic recovery period in Japan, and the nativist movement against Zainichi(Korean old comers) overlap in time. Until 2000s, the issue of suffrage for ‘special permanent residents’ in Japan had often been mentioned. However, with the nativist movement becoming a social big issue, there was little mention of the issue of local suffrage of the ‘special permanent residents’, especially the Korean old comers. Instead, all the power and spirit were concentrated in the fight against the hate speech and hate crime that took place across Japan. At the same time, they are asked to constantly explain how wrong the fictionality of the “privilege of Zainichi”, which is crying out in the nativist movement. There are many different interpretations of these phenomena in Japanese society, but it should be reinterpreted as an expression of xenophobia.

지금 일본에서는 사상 유래 없이 적극적으로 외국인을 받아들이고 있다. 유학생이나 고급인재를 적극적으로 유치하는 것은 물론이고, 이전에는 단순노동으로 취급해오던 업종에 새로운 체류자격을 부여하여, 어느 정도 기술이 필요한 전문적인 직업군으로 재정의하여 외국인들이 일본으로 유입되도록 문호를 넓히고 있다. 이러한 ‘외국인노동자’의 증가와 일본의 경제회복기, 그리고 재일코리언에 대한 혐오표현과 차별선동시위는 시기적으로 중첩된다. 2000년대까지만 하더라도, 일본에서는 오래도록 거주해온 특별영주자들의 지방참정권 문제가 종종 언급되어왔다. 그러나 배외주의운동이 사회문제화 되면서, 특별영주자, 특히 재일코리언들의 지방참정권 문제에 대한 언급은 거의 찾아볼 수 없게 되었고, 전국 각지에서 벌어지는 혐오표현이나 차별선동시위에 대한 대항에 온 힘과 정신이 집중되었다. 그러면서, 재일코리언들은 배외주의운동에서 부르짖는 ‘재일코리언의 특권’이 얼마나 잘못된 허구인지 끊임없이 설명할 것을 요구받는다. 이러한 배외주의 현상에 대해서 일본사회에서도 다양한 해석이 나오고는 있으나, 역사에 대한 성찰을 바탕으로 재해석되어야 할 것이다.
