The aim of the present study was to analyze the Yasukuni Shrine issue in the context of international order in East Asia, especially the U.S.-Japan relationship. From the U.S. perspective, a dilemma exists between strengthening the U.S.-Japan alliance in terms of security and Japan’s denial of its postwar state in terms of history. Both the countries pursue a stronger alliance in response to China’s rise in East Asia. In the meantime, Japanese Prime Minister Abe Shinzo’s Yasukuni visit, and Abe and his ministers’remarks on historical perceptions seem to deny the San Francisco Peace Treaty regime, which the U.S. has established for the postwar order in East Asia, thereby regarded as rejecting the postwar regime. This brings two challenges in front of the U.S. to resolve, strengthening the alliance while stopping Japan from denying the postwar regime. In 2016, after the mutual visit of the then U.S. President Obama and Japan Prime Minister Abe (Hiroshima, Pearl Harbor in Hawaii), and the appearance of the U.S. President Trump, the alliance became stronger. It seemed that the ‘dilemma in the U.S-Japan relationship’is quite resolved. However, when a situation, such as Yasukuni visit, dwindles East Asia’s international order occur, then the ‘dilemma in the U.S-Japan relationship’ seem to emerge again.

본 연구는 야스쿠니 문제를 한일 양국 간의 문제로 한정시키기 보다는 동아시아 국제질서, 특히 미일관계의 맥락에서 분석한다. 1985년 나카소네 야스히로(中曽根康弘) 수상의 야스쿠니 신사참배, 2000년대 고이즈미 준이치로(小泉純一郎) 수상의 야스쿠니 신사참배, 그리고 2013년 아베 신조(安倍晋三) 수상의 야스쿠니 신사참배에 관한 미국의 인식 및 정책을 미일관계의 딜레마 차원에서 분석한다. 미국의 입장에서는 안보 측면에서의 ‘미일동맹의 강화’와 역사 측면에서의 ‘전후 체제의 부정’이라는 미일관계의 딜레마가 존재한다. 미국과 일본은 동아시아 정세에서 중국의 부상이라는 현실에 대응하기 위해 미일동맹의 강화를 추구한다. 한편 아베 수상의 야스쿠니 신사 참배와 같이 아베 수상을 비롯한 내각 각료들의 전후 체제를 부정하는 듯한 역사인식 발언은 미국이 전후 동아시아 질서로서 구축해왔던 52년 샌프란시스코 체제, 즉 전후 체제를 부정하는 것으로 인식될 수 있다. 따라서 미국은 ‘미일동맹 강화’와 함께 아베 정부에 의한 ‘전후 체제의 부정’을 저지하려는 과제를 동시에 안고 있다. 2016년 오바마, 아베의 상호 방문(히로시마, 하와이 진주만)과 트럼프 대통령의 등장 이후 미일동맹은 더욱 강화되고 있는 추세로 ‘미일관계의 딜레마’는 해소된 것처럼 보인다. 하지만 야스쿠니 참배와 같은 동아시아 국제질서를 흔드는 상황이 온다면 미일관계의 딜레마가 언제든 재연될 소지는 남아 있다.
