Since the ‘Inclusive Nation’ has recently been declared as the national agenda, there has been a growing attention to the importance of culture and arts education, as a key cornerstone to widen the universal access to arts for all. In this regard, the ‘Teaching Artists in Schools’ initiative can be considered as one of the representative cultural policy schemes. By dispatching teaching artists to public primary to secondary schools, it attempts to provide culture and arts education opportunities for young students and develop their artistic sensibility. However, despite it has been publicly supported for the past 20 years with enormous budgets, some criticisms have also been raised from the practical field. In this backdrop, the purpose of this study is to provide an exploratory analysis to illuminate the issues and limitations of the ‘Teaching Artists in Schools’ initiative by investigating the ways in which teaching artists, as the key human resources, are cultivated and utilized in this policy scheme. Analyses provide evidence that this initiative seriously lacks in providing systematic and institutional support to cultivate teaching artists’ professional capacity in both artistic and educational aspects. In conclusion, this study suggests that there should be a fundamental reconsideration in policy approach from the current manpower dispatch to the human resources development. It also proposes some policy suggestions to improve the current training and dispatch system for teaching artists.

최근 포용적 혁신국가로의 도약이 정책의제로 부상하는 가운데, 모든 이들을 위한 문화예술 접근성 확장 의 핵심토대로서 문화예술교육의 중요성이 부각되고 있다. 국내 문화예술교육 정책의 대표사업인 <학교 예술강사 지원사업>은 다양한 장르의 예술강사를 전국 초·중·고등학교에 파견함으로써 공교육 내 문 화예술교육 활성화 및 보편적 예술접근성 확대를 목표로 한다. 하지만 지난 20여 년 간 공적지원의 꾸준 한 확대로 괄목할 만한 양적 성장을 이뤄왔음에도, 당초 정책취지인 학교 내에서의 문화예술교육 확장 및 인식개선 등에 관한 질적 성과는 미진하다는 현장의 비판이 제기되고 있다. 이에 본 연구에서는 이 사업 의 핵심정책 수단인 인적자원 양성 및 활용방식에 집중하여, <학교 예술강사 지원사업>의 문제점과 한계 를 입체적으로 분석하는 것을 목표로 삼는다. 연구결과, 이 사업은 학교 문화예술교육 활성화 및 이를 통 한 예술접근성 확대를 위해 필수적인 인적자원으로서의 예술강사 전문역량 양성 및 활용에 있어 체계적 인 제도적 지원이 미흡함이 확인되었다. 이에 결론에서는 현재 개인 인력파견 형태로 고착된 정책적 접근 에서 인력육성 관점으로의 전환이 필수적임을 지목하고, 이와 관련된 정책대안을 함께 제언한다.
