This research aims at finding out through an empirical study of 438 Busan Metropolitan City and its basic local government officials in charge of tourism that higher organizational effectiveness can be achieved when need for achievement-organization culture(nAch-OC) fit is constructed. Under the premise that organizational commitment is raised high through the improvement of organizational effectiveness and resistance to the stressor of role ambiguity and role overload is strong, primary findings of this study are as follows. (1) In moderating effects of consensual culture concerning the effect of nAch on organizational commitment(β= .871, p< .05), organizational commitment gets raised as nAch is higher due to an interaction effect of nAch and consensual culture(β= .462**→β= .871*). (2) In moderating effects of consensual culture concerning the effect of nAch on job stressors, nAch minimizes the stress caused by role ambiguity(β= - .466**→β= -1.123**) and role overload(β= - .054→β= - .866**). Thus, officials with higher nAch show stronger resistance to stress. As a conclusion, officials with higher nAch are fit for consensual culture.

이 연구는 부산광역시 본청 및 산하 기초자치단체 관광업무담당 공무원 438명을 대 상으로 성취욕구와 특정 조직문화가 적합관계를 이루면 더 높은 조직효과성을 이룰 수 있다는 것을 실증분석을 통해 밝혀내는 것이다. 즉 조직효과성 향상을 통해 조직몰 입도 제고와 역할모호성·역할과중에 대한 스트레스 수용력이 강할 것이라는 전제하 에 이 연구를 통해 얻을 수 있었던 주요 분석결과는 다음과 같다. 첫째, 성취욕구가 조직몰입에 미치는 영향에 대한 합의문화의 조절효과(β= .871, p< .05)에서 성취욕구와 합의문화의 상호작용(β= .462**→β= .871*)으로 인하여 성취욕구가 강할수록 조직몰입도는 상승되었다. 둘째, 성취욕구가 직무스트레스 유발 요인에 미치는 영향에 대한 합의문화의 조절효과에서 성취욕구는 역할모호성(β=- .466**→β=-1.123**), 역할과중(β=- .054→β=- .866**)에 대한 스트레스를 최 소화시키는 것으로 나타나, 성취욕구가 강한 공무원은 직무스트레스 수용력이 강했다. 따라서, 성취욕구가 강한 공무원일수록 합의문화와 적합하다고 판단된다.
