Since 1960s when the modernization of Jeju Island began to be discussed, the discourses of development and conservation, though being conflicting, have simultaneously oriented the direction of social and cultural change of Jeju. This paper explores these discourses and the modernization project of Jeju in terms of the peculiar climate, and ecological change of natural and social environments. It summarizes the socio-cultural change as regards political institutions, economic structures, and everyday lives, and then from this analysis, examines conflicts, controversies, and transformation of the discourses of development and conservation in terms of environmental questions. The paper tries to derive several lessons for building an agenda of environment-friendly way of development in Jeju Island.

1960년대 이후 개발과 보전에 대한 담론들은 제주도의 사회문화변 동을 틀잡는 데 중요하게 작용해왔다. 본 연구에서는 그 관계를 기후와 생태환경변화의 이슈화와 관련지어 검토해보았다. 제주도의 사회문화변 동을 정치와 경제, 일상생활의 측면에서 개괄하고, 그 과정에서 환경변 화의 문제에 개발과 보전의 담론들이 착종되며 변모하는 양상을 탐색하 였다. 결론으로 몇 가지 관련 쟁점을 도출해보았다.
