The purpose of this study is to find out the plan to advance citizenship and experience of learner participation through self regulated activities of students. It is aimed at the traditional social studies education to develop the democratic citizenship. However, due to the comprehension-oriented class, there are limitations have not been secured for practical participation. Through the practical participation, formulating the citizenship has been emphasized in recent days. For the cases of elementary school students, such an attempt has significant limitations. Therefore, this study has paid attention to the self regulated activities of students as part of a practical plan of participation activities. For a case of self regulated activities, the experience for citizenship may be experienced through the community problem solving process. And, through the campus activities, it may be an important mean to practice the social participatory activities. Accordingly, as for the preparation of community participation activities of elementary school students, the value of democracy and need for participation are learned through the independent project class in social studies. The experience to participate in education curriculum operation in the school has been confirmed through self regulated activities. Through the foregoing effort, learners may gain the experience in participation in community problem solving and cognitive comprehension on democratic citizenship. This is considered to be a plan to extend the democratic citizenship and willingness to participate for the elementary school students.

이 연구는 학생 자치활동을 통해 학습자 참여 경험과 시민성 신장 방안을 찾고자 시도 되었다. 전통적 사 회과 교육이 민주시민성 육성을 일관된 목표로 삼았지만 그 노력에 비해 실천적 참여를 담보하지 못하고 있다 는 문제제기가 지속되어 왔다. 최근 다양한 교육장면에서 실천적 참여와 민주시민성 신장에 관한 요구를 받고 있지만 초등학생의 경우 실천 혹은 실천과정을 시민성과 등치시킬 수 없는 한계를 지니고 있다. 이에 본 연구에 서는 초등학생의 사회 참여활동의 실천 방안으로 학생자치활동을 주목하였다. 학생 자치활동의 경우 공동체 문 제해결 과정을 통해 시민성 형성을 경험할 수 있고, 학교 내 활동을 통해 사회참여활동을 연습할 수 있는 주요한 수단이 될 수 있다. 따라서 초등학생의 공동체 참여활동을 시도하기 위한 준비로 사회과 자치 프로젝트 수업을 통한 민주주의의 가치와 참여 필요성을 학습하고, 자치활동을 통해 학교 교육과정운영에 참여 하는 경험을 제 안하고 확인 하였다. 이를 통해 학습자는 민주 시민성에 대한 인지적 이해와 공동체 문제 해결의 참여 경험을 얻 을 수 있었다. 이는 초등학생의 참여 의지와 민주 시민성을 신장할 수 있는 또 하나의 방안으로 여겨진다.
