The purpose of this study is to develop quality assurance guidelines by deriving main categories and elements that can be applied to various educational contents provided by public and private for integrated educational contents service. In order to achieve the purpose of the study, six representative quality assurance guidelines for elementary and secondary education, higher and lifelong education, and industry training field were selected and the evaluation categories and elements were compared. As a result of comparison, there were 6 categories commonly presented in all organizations' quality assurance guidelines. Based on the results of the comparative analysis, we conducted the first expert review on the categories and elements of the quality assurance guidelines, and the appropriateness of the essentials/selection categories. The quality assurance guidelines developed in this study revised and supplemented based on the opinions of experts. The second expert review is to collect opinions on copyright, ethics, integrity, mandatory and optional items for the experts of the educational contents promotion and promotion council and 22 experts of member companies belonging to Edutech Industry Association. Finally, the guideline for the quality assurance of educational contents consisted of 7 domains, such as ethics, copyright, integrity, contents design, organization contents, evaluation, accessibility, and 30 elements.

본 연구는 교육용 콘텐츠 통합 서비스를 위해 공공과 민간에서 제공하는 다양한 교육용 콘텐츠에 적용될 수 있는 평가 영역과 요인을 도출하여 보편적인 품질관리지침을 개발하는 데 있다. 연구의 목적을 달성하기 위하여 초·중등교 육, 고등·평생교육, 산업 분야의 대표적인 6개 품질관리지침을 선정하여 평가 영역과 요인을 비교 분석하였다. 비교 결과, 모든 기관의 품질관리지침에 공통적으로 제시되는 요인은 6개로 나타났다. 비교분석 결과를 토대로 품질관리지 침의 영역 및 요인 구성, 필수/선택 요소의 적절성에 대해 1차 전문가 검토를 실시하였으며, 전문가의 의견을 반영하 여 품질관리지침을 수정 및 보완하였다. 2차 전문가 검토는 교육용 콘텐츠 진흥육성협의회 소속기관 전문가 및 (사) 에듀테크산업협회 소속 회원사 전문가 22인을 대상으로 저작권, 윤리성, 무결성, 필수 및 선택 사항에 대해 의견을 수렴하고 최종적으로 품질관리지침에 반영하였다. 최종적으로 개발된 교육용 콘텐츠 품질관리지침은 윤리성, 저작권, 무결성, 콘텐츠 설계 및 구성, 콘텐츠 내용, 평가 접근성의 총 7개 평가 영역의 30개 요인으로 구성하였다.
