Free trade is the most important principle in the WTO. The expansion of FTA and RTA limits the application of tariffs as a means of protective trade. As a result, many countries use non-tariff barriers to protect themselves and they are very diverse. In particular, the use of TBT as a part of protective trade is continuously increasing. TBT will disrupt a free trade between countries and create trade disputes. It will also result in contrary to the basic principles of the WTO. This study focuses on TBT among non-tariff measures related to trade. The purpose of this study is to analyze cases related to TBT and to provide countermeasures to korean companies. As a countermeasure against TBT, korean companies prepare the technology regulation monitoring through TBT notice, the establishment of countermeasure strategy through TBT type analysis by country, and enhancing global influence through linkage with the international community.

WTO체제에서는 자유무역을 추구하고 있으며, 자유무역의 실천적 결과로서 많은 국가들 이 FTA 및 RTA를 체결하고 있다. 이러한 FTA 및 RTA의 확대로 관세장벽은 철폐되거나 점진적으로 낮아지고 있다. 그러나 세계경제의 침체와 신보호주의의 확산은 비관세장벽 의 활용을 견인하고 있다. 즉 관세라는 수단을 통해 자국의 무역을 보호했던 국가들은 새로운 보호무역의 수단으로서 다양한 형태의 비관세장벽을 활용하는 추세에 있다. 비관 세장벽의 유형들 중에서 특히 무역기술장벽(TBT)의 사례가 가장 많은 건수를 차지하고 있다. 이러한 TBT는 국가간 원할한 무역을 저해하고 통상분쟁을 발생시키며 결국 WTO의 기본이념에 역행하는 결과를 초래하게 될 것이다. 본 연구는 이러한 무역과 관련된 비관세 조치 중에서 TBT를 중심으로 관련 사례를 분석하여 한국기업을 위한 대응방안을 제시하 는데 그 목적이 있다. TBT관련 사례는 한국의 수출기업들이 주요 국가별 TBT가 적용됨으 로써 발생되는 문제점들을 소개하고 분석하여 그 대응방안을 도출하였다. 한국기업의 TBT에 대한 대응방안으로서는 TBT통보문을 통한 기술규제 모니터링, 국가별 TBT유형분 석을 통한 대응전략 수립, 국제사회와 연계를 통한 글로벌 영향력 제고 등을 제시하였다.
