The Public Design Act was enacted and the first public design promotion plan of the central government was established. In addition, the Public Design Promotion Ordinance has been enacted in various municipalities, and it has been put in place at the time when the local public design promotion plan should be established by laws and ordinances. However, due to the lack of research on the direction of the local public design promotion plan, it is difficult to access from the local governments. Under this background, this study grasped the characteristics and orientation of the public design promotion plan specified in the Public Design Law and tried to understand the linkage between public design promotion comprehensive plan and local public design promotion plan. In addition, it clarifies the problem of the establishment of the local public design plan in the past, and summarizes the requirements for establishing the local public design promotion plan in the future. As a result of the study, it was found that it is important to establish a collaborative organizational structure, a project centered on the early stage process, and a regional issue - oriented approach to the residents' life experience.

공공디자인법이 제정 시행되고, 중앙정부 단위의 제1차 공공디자인 진흥 종 합계획이 수립되었다. 그리고 여러 지자체에서 공공디자인 진흥 조례가 본 격적으로 제정되면서, 법률 및 조례에 의한 지역 공공디자인 진흥계획을 수 립해야 할 시점에 놓였다. 그러나 지역 공공디자인 진흥계획에 대한 방향에 대한 연구의 부족으로 지방자치단체 등에서의 접근에 어려움이 있어 다양 한 연구가 필요하다. 이러한 배경 하에 본 연구는 공공디자인법에 명시된 공공디자인 진흥계획의 특성과 지향성을 파악하고, 공공디자인 진흥 종합계 획과 지역 공공디자인 진흥계획의 연계성 부분을 이해하고자 하였다. 그리 고 과거 공공디자인법 이전의 지역 공공디자인 계획 수립의 문제점을 밝혀 향후 지역 공공디자인 진흥계획 수립시 필요사항을 정리하여 제시하였다. 연구의 결과, 협력적 조직구성, 초기 단계 프로세스 관여중심의 사업, 주민 의 생활체감을 위한 지역 현안중심 접근이 중요한 것으로 파악되었다.
