UNESCO names Industrial Heritage to unused industrial facilities due to city expansion. Europe and USA try to enhance regional competitiveness through cultural renewal of industrial heritage. Industrial heritage are born in Korea since rapid urbanization and industrialization, and renewal of industrial heritage is big issue for city development. Maleumool Center located at industrial complex in Siheung has unused facility zone. Siheung city make a plan to develop eco-cultural complex for citizens preserving time and place of Maleumool Cente. The study catches common factors from success cases of cultural renewal of industrial heritage: preservation of time and space, sustainable contents, design-centered development, and effective management. Art & Eco Cube Project is a good model for renewal of industrial facility opened since 1980s and hae several implications as below. First Art & Eco Cube Project is renewal where lives together with running facility. Second citizen participation program goes with from the planing stage of the project. Third the project shows the importance of clear vision and principles of project with visualized master-plan and road map.

유네스코에서는 도시 확장으로 가동이 중단된 산업시설들을 산업유산으로 지칭하며, 미국과 유럽은 산업유산의 문화적 재생을 통해 지역의 경쟁력 강 화를 꾀하고 있다. 급속한 산업화와 도시화를 경험한 우리나라에서도 도시 에 산업유산들이 생겨나고 있으며, 산업유산의 재생이 도시 발전에 중요한 화두가 되었다. 시흥시 산업단지에 위치한 맑은물센터는 하수처리장으로 일 부 시설이 가동이 중단되어, 시흥시는 이곳의 산업화 시대의 역사성을 유지 하면서 시민에게 필요한 문화복합시설을 조성하는 Art&Eco Cube 프로젝트 를 추진하였다. 산업유산의 문화적 재생의 성공사례로부터 시간과 장소의 보존, 지속가능한 콘텐츠, 디자인 중심의 개발, 특성에 맞는 운영 등의 공통 점을 찾을 수 있다. 시흥시 AE&C 사업은 1980년대 이후 만들어진 산업시 설 재생의 한 모델로써 다음과 같은 특징을 가진다. 첫째 가동적인 시설과 의 공생하는 재생이다. 둘째 사업 계획단계에서부터 시민참여 프로그램을 적용하였다. 셋째 사업의 명확한 목적, 원칙, 방향과 이를 구체화한 마스터 플랜과 로드맵의 중요성이다.
