본 연구는 군 인적자원의 직무향상과 사회로의 안착을 위해 2012년부터「군인사법」에 의 거 추진해온 국방자격정책의 실효성을 분석하고 사회적 활용성 제고방안을 제시하고자 하는 것이다. 이를 위해 문헌연구와 전문가협의회를 통해 국방자격정책의 운영 실태와 문제점을 분 석하고 국방자격의 효율화 방안에 대해 적합성 검토를 받았다. 연구 결과는 다음과 같다. 첫째, 국방자격의 현실태 및 문제점은 자격 종목이 사회적 통용성과 타당성을 확보하는데 취약 하고, 자격관리와 사후관리 체계 및 취업 연계를 위한 활용성이 부족하다는 것이다. 둘째, 국 방자격의 활용성 분석결과 취업효과 면에서는 국가기술자격이 높게 나타났으며, 국방자격은 헬기정비 종목은 사회적 활용성이 우수한 것으로 조사되었다. 셋째, 임금효과는 국방자격의 헬기정비 및 심해잠수, 수중발파 등 특수 분야와 위험성 있는 종목이 높게 나타났다. 넷째, 직 무효과는 고난도 기술과 교육훈련이 요구되는 종목인 국방자격이 높게 나타났으며, 국가기술 자격과 군내자격도 직무능력 향상에 도움이 되는 것으로 나타났다. 국방자격의 효율화 방안으 로는 첫째, 현행 제도를 보완하여 국방부가 주도적으로 자격운용 전반을 통제하고, 종목 선정 부터 사회와 중첩되지 않도록 타당성 제고노력이 필요하다. 둘째, 국방자격의 사회 활용성이 강화되기 위해 민간인에게도 응시 기회를 확대하고, 최근 정부 주도하 시행되는 NCS체계와 연계하는 노력이 필요하다. 셋째, 군인사법시행령에 명시된 국방자격기본계획과 중장기 발전 계획을 주기적으로 수립하여 체계적인 발전이 요구된다. 이를 통해 국방자격에 대한 대내외적 신뢰 구축은 물론 군 전투력 배양과 더불어 우수한 기술 인력의 사회로의 환원에 기여할 것이다.
