English has emerged as the most prominent of the global languages Nowadays, English is not only the mother tongue of Americans and English people, but also becomes an international language or a Lingua Franca that most people in the world use for communication. Therefore, English education has become a fundamental component of national curriculums across the globe and It has an large impact on Korean eduction. This study looks at English policies that were imposed by the United States Military Government (1945-1948) in Korea when the two nations started military cooperation. Thus, This study aims to analyze in the view of linguistic imperialism how the U.S.A implemented their English policies during the period of U.S. Military Governance in Korea. Shortly after the occupation of Korea, the U.S. Military Government designated English as an official language in Korea without asking korea through MacArthur's decree. They established American Language Institute (ALI) in April of 1946 and operated for about two years and five months till September of 1948. The main purpose of the Institute was to teach English to Korean students who wished to study in the U.S.A. and to introduce American educational methods and theories in korea. English, however, was not a merely working tool for communication. It played a more significant role as an imperialistic force to become a symbol of pro-American dominance. English in this period pervaded Korean society not only as some tool for communication but it was the prime factor contributing to English imperialism. English Fever observed today should be considered the continuance of linguistic imperialism formed during that period.

해방 후 한국에서는 70년이 지난 오늘날까지도 식지 않은 영어열풍 (English Fever)과 영어공용화론까지도 제기되면서 많은 논쟁을 불러 일으켜온 것이 사실이다. 과연 영어가 단순히 세계어(global language)로서 혹은 미국이라는 강대국의 언어이기 때문에 우리사회 깊숙이 침투하여 뿌리내리고 있는지에 대해서 의문점을 가지고 그러한 열풍과 논쟁의 연원을 알아보고자 했으며, 그 연원은 결국 대한민국과 미국이 본격적으로 접촉하게 된 미군정시대의 영어정책을 살펴보는데 의미가 있다고 생각했다. 미군정은 1946년 4월 영어학교 (English Language Institute) 설립하여 한국에 영어보급을 위한 영어정책을 펼쳤으며 그 이면에는 단 지 영어가 의사소통의 매개체가 아닌 제국주의의 지배어로서, 출세의 도구로서, 문화이식의 도구로서의 측면을 언어제국주의적 관점에서 바 라보고자 한다. 한국의 근대사를 돌이켜보면 과거로부터 지금까지 변함없이 영어가 순수한 의사소통의 매개체로서의 기능만이 아닌 제국주의를 등지고 한 국사회에 침투했으며 오늘날의 영어열풍도 이미 이때 형성된 언어제국 주의가 지금도 진행형이라고 볼 수 있다.
