This paper reviews the studies on commons in Japan and makes an effort to search for the direction in which the studies of commons should go in South Korea. The Japanese studies of commons have a relatively long history and have made some good researches. Actually, many scholars from various disciplines have studies on commons in Japan. Meanwhile, the studies of commons have just started and have no popularity among scholars in South Korea. Only a few scholars with background of public administration, sociology, and economy have studies on commons since the 21st century in South Korea. We, the South Korean scholars who study on commons, could learn from the studies of the Japanese counterpart. Particularly, I would like to shed light on the studies of Uzawa and Inoue. Uzawa’s “social common capital” is so insightful that it helps people escape from economic slavery. However, Uzawa do not find appropriate communities or subjects to manage social common capital. Therefore, it is very likely that he depends on the states and elites. While, Inoue analyzes various subjects in various scales and their relationship and suggest that local, regional, national, and global communities and governments should collaboratively manage commons. Inoue develops theory of commons by absorbing the studies of governance. By doing so, he gives us a way to complement Uzawa’s ideas. I suggest that theories of commons, governance, and capital should be combined in order to develop theory of commons.

이 논문은 일본의 공동자원론을 검토하고 우리 공동자원론의 발전방 향을 모색하고 있다. 일본 공동자원론은 비교적 긴 역사를 가지고 있으 며, 다양한 부분에서 상당히 많은 연구자들의 참여로 상당한 성과를 쌓 았다. 우리의 공동자원론을 빠른 시간 안에 발전시키기 위해서는 오스 트롬 등 서구 학자들의 연구만이 아니라 우리와 비슷한 전통을 가진 일 본의 연구성과를 검토할 필요가 있다. 특히 필자는 우자와와 이노우에 의 연구에 주목할 필요가 있다고 생각한다. 우자와의 연구는 경제에 종 속된 사회를 사회에 종속된 경제로 근본적으로 전환하는데 많은 시사점 을 준다. 하지만 우자와의 연구는 주체의 문제를 충분히 고려하지 못하 고 있기 때문에 국가주의나 엘리트주의로 변질될 가능성을 안고 있다. 이에 대해서 대안적인 관점을 제시하는 것이 이노우에다. 하지만 이노우에의 논의는 공동자원을 극히 일부의 자원에 한정하고 있기 때문에 우자와의 경제와 사회의 전도된 관계를 바로잡는다는 거시적 논의와 결 합되지 않은 때 자본주의적 위험사회와 신자유주의적 환경파괴에 맞서 기에는 매우 허약하고 주변적인 논의에 그칠 위험성이 있다. 필자는 양 자의 결합이 아직까지 충분히 연구되지 않은 공동자원에 대한 소유권적 인 접근을 통해 달성될 수 있다고 생각한다. 공동자원론, 협치론과 함 께 소유권론을 결합시키는 것이야말로 앞으로 공동자원론이 나아가야할 방향이다.
