Managing and preserving parliamentary archives are significant national tasks. However, in South Korea significance of these tasks have not been recognized. The first exclusive organization for parliamentary archives management was established in 2000, It took about 50 years after the first South Korean government was established in 1948. The first legislation which regulated parliamentary archives management was enacted in 2001. There were no significant improvement on the regulation for the last decade. In April 2011 it was newly revised according to the amendment of the Act on Public Records Management. In this context this study critically analyzes the regulation and discusses various issues concerning the parliamentary archives management system. It divides the history of parliamentary archives management into four periods. It also explores four contentious issues ranging from parliamentary archive designation to archivists assignment. As a result, the study presents four different aspects for developing parliamentary archives management Each aspect proposes three different phased problems respectively.

입법기관의 기록을 체계적으로 관리ㆍ보존하는 일은 그 무엇으로도 간과될 수 없는 중요한 임무다. 하지만, 정부 수립 이후 우리나라 의회기록의 발전은 그 국가적 중요성을 뒷받침하지 못하고 있다. 국회 내 전문 기록물관리기관이 설립된 것이 2000년 1월, 국회기록관리에 대한 최초의 법규인 『국회기록물관리규칙』이 마련된 것이 2001년 11월의 일이다. 그리고 2011년 4월에서야 『공공기록물 관리에 관한 법률』의 내용을 반영한 새 규칙이 마련되었다. 이러한 맥락에서 본 연구는 『국회기록물관리규칙』을 비판적으로 분석하고, 이를 바탕으로 국회기록관리체제의 현황과 문제 점 그리고 대안을 논의한다. 『국회사무처직제』의 변화를 중심으로 국회기록물관리기관의 연혁을 도입기-준비기-발전기-전환기로 구분하고, 국회영구기록물관리기관 지정ㆍ국회소속기관의 기록관․기록관리 전문요원ㆍ헌정기념관 등 4가지 쟁점을 분석한다. 결론에 갈음하여, 본 연구는 국회기록관리 발전을 위한 방안으로 조직위상 제고ㆍ기록관 리체제의 강화․인적자원의 강화ㆍ법제도 개선이라는 4가지 측면에서 각각의 단계적 과제를 제시한다.
