Through the investigation of 20 different international charters, declarations, and conventions related with cultural properties established after the Athens Charter in 1931, the writer studied the way of creation and development of articles, focusing on the recovery and disaster of cultural properties. Through this process, the principles applicable to damaged local cultural property and sites were presented as follows. ; The value of cultural properties should be fully considered. ; Risk assessment shall be carried out for each type of disaster, and emergency measures shall be prepared for each type of disaster. ; Prevention on human injury has a top priority to cultural property, and measures to prevent the expansion of damage shall take in the first place. ; Traditional materials and traditional technologies shall be used and the diverse historical and artistic contexts of cultural properties shall be respected. ; During recovering, he original structure, techniques and historical values shall be considered. ; All process of recovery and damage shall be recorded properly.

1931년 아테네 헌장 이후 제정된 20건의 다양한 문화재 관련 국제헌장과 선언문, 협약 등에 대한 조 사를 통하여, 문화재 재해와 복구를 중심으로, 생성되고 발전된 조항에 대하여 분석하였다. 이를 통하 여 국내 문화재 재해 피해 현장에 적용 가능한 원칙을 다음과 같이 제시하였다. ; 문화재 가치는 충 분히 고려한다. ; 재해 유형별로 위험도 평가를 실시하고, 재해 유형별 긴급 조치 방안을 마련한다. ; 인적 피해 방지를 최우선으로 고려하며, 피해 확대 방지 조치를 우선 실시한다. ; 전통 재료와 전통 기술을 이용하며, 문화재가 지진 다양한 역사적․예술적 맥락을 존중하여야 한다. ; 복구시에는 본래의 구조와 기법, 역사적 가치 등을 고려한다. ; 재해 피해와 피해에 대한 복구는 모든 과정을 기록한다.
