In response to increasing regional conflicts, this study conducted an exploratory research for constructing a public conflict management system for the local government. For the research, this study reviewed conflict management assigned main body and current status of the conflict management process. Also, this study reviewed the conflict management leadership, conflict management education system. Then this study collected and classified data on public conflicts, examined the utilization method, and explored conflict management data system. Based on the research, this study derived the measures for constructing a conflict management system for the local government. First, this study pointed out that organized the conflict management system construction process by each step. It suggested a conflict management process focusing on public conflict diagnosis, conflict management planning, customized conflict management, and conflict management education under the broad principle of preliminary prevention. At the same time, this study emphasized that it is necessary to share conflict management leadership regarding managing conflicts integrating local community through national meetings between head of city, head of county, and head of borough for expanding the awareness on effectiveness of constructing a conflict management system. Finally the local government should construct a conflict management data system centering on the network where public conflict data for each region are utilized freely.

본 연구는 지역갈등의 증가 추세에 따라 지방정부의 공공갈등관리체제 구축을 위한 탐색적 연구를 수행하였다. 이에 갈등관리 담당주체와 갈등관리과정 현황 및 갈등관리 리더십과 갈등 관리 교육제도 등을 살펴보고 공공갈등에 대한 자료수집과 분류, 활용방식 및 주체에 대한 갈 등관리 데이터시스템을 고찰하였다. 이후 이를 바탕으로 지방정부의 갈등관리체제 구축방안을 도출하였는바, 먼저 사전 예방 중심의 갈등관리 등 대원칙 하에 공공갈등 진단, 갈등대응계획 수립, 맞춤형 갈등조정, 갈등관리교육을 중심으로 하는 갈등관리과정을 제안하면서 갈등관리체 제 구축과정을 단계별로 정리하였다. 동시에 추후 갈등관리체제 구축의 유용성에 대한 인식을 확대하기 위해 전국 시·군·구청장회의를 통해 갈등관리와 지역사회통합에 대한 갈등관리 리더 십을 공유해야 함을 강조하였다. 마지막으로 각 지역별로 공공갈등 데이터를 자유롭게 활용할 수 있는 네트워크 기반의 갈등관리 데이터시스템 구축이 필요함을 서술하였다.
