Many historians refer to tolerance as the main characteristic of the Ottoman Empire. In order to make sure that the non-Muslims living in the Ottoman Empire were indeed able to really enjoy their traditions, cultures, customs and beliefs, this article examined the taxation policies: the poll tax ‘Jizya’ and the blood tax ‘Devşirme’ applied by the Ottoman Empire to the non-Muslims living in the Balkan peninsula and the nature of the non-Muslim policies. The analyses of Jizya and Devşirme shows that Bulgarian Orthodox people who lived in the Balkans were not been guaranteed freedom and security of life and religion. Jizha, originally charged to non-Muslim masculine males aged 15 years and older, was subject to taxation up to adult males and widows and was subsequently over-imposed by the property of non-Muslim men. Devşirme began in 1395 and ended in 1705, with as few as two million, and as many as four million Bulgarian boys were conscripted and Islamized. This tribute system, which forcibly broke the blood relationship, was the most anti-humanistic system applied to the Bulgarian Orthodox.

많은 역사학자들이 오스만제국의 관용성을 오스만제국의 특징으로 언급한다. 그렇 다면 오스만제국 안에 살던 비무슬림들은 실제로 자신들의 전통, 문화, 관습, 신앙을 정 말 보장받고 향유할 수 있었는지를 확인하기 위해, 본고는 오스만제국이 발칸지역에 살 고 있던 비무슬림에 적용한 정책인 인두세인 지즈야와 혈통세인 데브시르메, 그리고 비 무슬림 정책의 본질을 살펴보았다. 인두세인 지즈야와 혈통세인 데브시르메 제도를 통 해 보면, 발칸반도에 살았던 불가리아 정교도들에게는 생활과 종교에 있어 자유와 안전 이 보장되지 않았음을 알 수 있다. 본래 15세 이상 비무슬림 남성 가장에게 부과되었던 지즈야는 성인 남성 및 과부에게까지 과세 대상이 확대되었으며, 후에는 비무슬림 성인 남성의 재산 능력에 따라 과도하게 부과되어 불가리아인들이 이에 대항하여 항거를 하 기도 했다. 데브시르메는 1395년에 시작하여 1705년에 막을 내렸는데, 적게는 2백만 명 이, 많게는 4백만 명의 불가리아 소년들이 징집되어 이슬람화되었다. 강제로 혈연지간 을 갈라놓았던 이 제도는 불가리아 정교도에게 적용되었던 가장 반인륜적인 제도였다.
