Since 2008, there has been continuous proposal to establish the regional branch of the National Museum of Modern and Contemporary Art from some municipalities, especially in Incheon and Gwangju. Finally in December 2018, the National Museum of Modern and Contemporary Art Cheongju opened as the first regional branch of the National Museum of Modern and Contemporary Art. However, several other municipalities are currently requesting the creation of another regional branch of the National Museum of Modern and Contemporary Art. Despite the growing interest in establishing regional branches of national cultural institutions in Korea, there has been insufficient discussion on their necessities and directions yet. In this article, by analyzing the case of the Centre Pompidou-Metz in France, it is emphasized that it is necessary to establish the clear identity of regional branch institution and to take into pre-consideration the arts and cultural programmes that could build-up the identity. The Centre Pompidou-Metz was established in order to enhance the accessibility of the public to the arts and culture through cultural democratization and cultural decentralization, which is a central government’s goal and to experience the Bilbao effect, which is the local government’s goal. This article examines the relationship between the Centre Pompidou and the Centre Pompidou-Metz, focusing on the multidisciplinarity, which is the core value that constitutes the identity of the Centre Pompidou. First, I verified the multidisciplinarity has been an important factor in the origins and development of the Centre Pompidou-Metz creation project. Second, I analyzed the inaugural exhibition and its associated programmes as the representative programmes of the Centre Pompidou-Metz. Then I examined whether the Centre Pompidou-Metz maintains, strengthens or abrogates the concept of the Pompidou Centre, a multidisciplinary cultural institution. As a result, it is confirmed that the Centre Pompidou-Metz constitute its clear proper identity, reflecting the specificity of the region and amending and overhauling the multidisciplinarity, which is experimented by the Centre Pompidou during more than 30 years.

2008년 인천, 광주를 중심으로 국립현대미술관 지방분관 건립이 제안된 이후, 2018 년 12월 국립현대미술관의 첫 지방분관으로 국립현대미술관 청주가 개관했다. 하지만 여러 지자체는 여전히 국립현대미술관의 또 다른 지방분관 유치를 추진하고 있다. 이처 럼 우리나라에서 국립문화기관의 지방분관 건립에 대한 관심이 높아지고 있음에도 불구 하고, 지방분관 건립의 필요성과 방향성에 대한 논의는 미흡한 실정이다. 이에 본 논문 은 중앙정부로서는 문화 민주화와 문화의 지방분권화 실현을 통해 대중의 문화예술 접 근성을 강화하기 위해, 지방정부로서는 빌바오 효과를 기대하며 건립한 프랑스 퐁피두- 메츠 센터의 사례분석을 통해 우리나라 국립문화기관의 지방분관 건립에 있어 지방분관 의 명확한 정체성 정립과 정체성을 구현할 문화콘텐츠에 대한 사전 고려가 필요함을 강 조하고자 한다. 이를 위해 본 논문은 퐁피두 센터의 정체성을 구성하는 가장 핵심적인 가치라고 할 수 있는 융복합 개념을 중심으로 퐁피두 센터와 퐁피두-메츠 센터의 관계를 파악해보았다. 우선 퐁피두-메츠 센터 프로젝트의 기원과 발전 과정 속에서 융복합 개념이 중요한 요소 로 작용했는지 살펴보았다. 이어서 퐁피두-메츠 센터의 대표적인 문화콘텐츠로 개막전 시와 연계 프로그램을 분석함으로써 퐁피두-메츠 센터가 복합문화공간이라는 퐁피두 센터의 컨셉을 유지, 강화했는지 혹은 폐기했는지 검토했다. 이를 통해 퐁피두-메츠 센 터가 지역의 특수성을 반영하고 퐁피두 센터가 30여 년 동안 실현해 온 융복합 개념을 수정·보완하면서 복합문화공간으로서 퐁피두-메츠 센터만의 분명한 정체성을 구축해 나가고 있음을 확인할 수 있었다.
