The System of Municipal Museums of Rome (Musei in Comune Roma) is a cluster of twenty civic museums run through a partnership between the Rome City Council and a non-profit organization called Zetema Progetto Cultura. After the Great Recession, this collaborative platform was launched as an experiment to combine traditional functions of civic museums with a service-oriented management approach. This study discusses and analyzes the pros and cons of such a platform by examining specific experiences of the System of Municipal Museums of Rome. It will show that the System has successfully enhanced the exposure and understanding of the cultural heritage in Rome through diverse modes of communications with visitors. The System of Municipal Museums of Rome thereby has presented itself as a policy model for the effective management of civic museums.

본 연구는 유럽 경제위기 이후 이탈리아 로마의 박물관 클러스터를 분석한다. 시청에서 관할하는 20개의 박물관의 협업이 이뤄지고 있는 수도 로마의 박물관 시스템과 협업하는 비영리법인인 제테마의 관계를 통해 박물관 클러스터의 조건과 장단점을 분석한다. 두 가지 시스템이만나 구성된 박물관 클러스터는 박물관의 전통적인 영역과 서비스 및 경영 자문을 맡고 있지만경계가 분리되는 대신 소장품의 다양한 해석과 가치를 중심으로 상호 밀접한 연관성을 지니고효율적으로 관람객이 필요한 전시, 교육 등 다양한 협업을 통해서 박물관의 소장품들이 만들어내는 문화유산에 대한 관점을 확장하고 있으며, 이 안에서 소장품을 보는 관점의 다양성과 연구가 박물관 클러스터의 가장 중요한 정책적 성공 요인이라는 사실을 보여주고 있다.
