This paper is written to find the logics why the South Korean efforts to strengthen its autonomy in the ROK-US alliance cannot be realized and to prove the logics through cases of key issues in the alliance. For this purpose, it applies the "Autonomy-Security Trade-off Model” to the ROK-US alliance and draw logics that South Korea should yield its autonomy to the US as long as it requires the US security assistance. It examines above logics through cases of the South Korean effort to retake its operational control authority from the commander of the ROK-US Combined Forces Command, not to allow the deployment of the US THAAD interceptor missiles to South Korea and to minimize the cost-sharing of the US forces in Korea and As a result, this paper found that South Korean effort to increase its autonomy in its alliance with the US was not successful and its failed attempts might be driven by some misunderstandings regarding the alliance. Now that South Korea has come to face the serious North Korean nuclear threat and needs stronger US security assistance, it should understand the reality and willingly give up its autonomy as long as it needs the security assistance from the US. South Korean government and media should ensure its people to have accurate information about the alliance and prevent the people from being contaminated by the rumors.

본 논문은 한미동맹과 관련하여 한국이 갖는 안보와 자주의 딜레마를 분석하여 교훈을 도출하기 위한 목적으로 작성되었다. 이를 위하여 동맹이론 중에서 ‘자율성-안보 교환’ 모 델을 활용하여 한미동맹의 기본적인 성격을 규명하였고, 그러한 성격의 한미동맹이 실제로 기능하는가를 분석하고자 한미동맹과 관련하여 가장 중요하고 지속적인 현안인 전시 작전 통제권 환수, 사드 배치, 방위비분담의 사례를 활용하였다. 분석의 결과 한미동맹은 비대칭동맹으로서, 기본적으로 ‘자율성-안보 교환’의 이론이 적 용되는 구조라는 것을 발견하였고, 주요 사안별로 분석해본 결과도 그러하였다. 따라서 한 국은 그 동안 국력신장을 배경으로 한미동맹에서 자율성을 강화하기 위한 다대한 노력을 경주했지만, 북한의 위협이 변하지 않았을 뿐만 아니라 최근에는 핵무기 위협까지 대두되 어 미국의 안보지원이 절대적으로 필요한 상황이 되었기 때문에 자주성 강화를 위한 한국 의 노력 자체가 한계를 가질 수밖에 없었다. 그럼에도 불구하고 위 세가지 사안에서 아직 도 자주성 강화를 위한 한국의 노력이 중단되지 않는 것은 한미동맹이나 해당 사안과 관련 하여 적지 않은 오해나 루머가 작용하고 있다고 평가하였다. 북한의 핵위협이 해소되기 이 전까지 한국은 한미동맹은 결국 ‘자율성-안보 교환’의 원리로 작동될 수밖에 없다는 현실을 냉정하게 이해하는 가운데, 지나치게 자주성에 집착함으로써 미국이 안보지원을 꺼리지 않 도록 유의할 필요가 있고, 무엇보다 불필요한 오해나 루머에 의하여 한미동맹이라는 중요 한 사안을 그르치지 않도록 노력해야할 것이다.
