Korea has already entered an aged society, and the increase in the number of elderly people is expected to accelerate as baby boomers enter the country within two to three years. This is a situation where social and economic burdens are bound to be high, and it is expected to worsen. Now, it is time to check whether policies on the elderly are effective. In this paper, we examined social and economic problems caused by the increase in the number of senior citizens, and reviewed the effectiveness of the policy focusing on the government's retirement policy and senior employment business program. Analysis shows tangible results in retirement age in businesses. The senior employment business program has an impact on employment and especially on wage earners, but the job's wages are not affected and job satisfaction is low. It is an important task for the government to present alternatives to the social status of the elderly, their educational background and the effective jobs they have accumulated. Therefore, measures are needed to allow them to be together within the community's economic market. In particular, measures need to be taken to improve the quality of life for the elderly by providing social services or jobs to the elderly through social enterprises that seek social purposes first as a medium for profit-making and non-profit enterprises.

우리나라는 이미 고령사회로 진입하였고, 또한 베이비부머들이 2~3년 내 고령으로 진입 하게 됨에 따라 고령인구의 증가세는 가속될 전망이다. 이는 사회적, 경제적으로 많은 부 담이 될 수 밖에 없는 상황이며 더욱 악화될 것으로 예상된다. 이제는 고령자에 대한 정책 이 실효성이 있는지 점검을 해야 한다. 본 논문에서는 고령자의 증가에 따른 사회, 경제적 문제점을 점검하고, 정부의 고령자에 관련된 정년정책, 노인일자리 사업을 중심으로 정부 고령자 고용정책의 효과성에 대해 검 토해 보았다. 분석 결과 정년은 사업체에서 가시적인 성과가 나타나고 있고, 노인 일자리 사업은 취업에 영향이 있으며 특히 임금근로자로의 영향이 있으나, 그 일자리의 임금에는 영향이 없고 일자리 만족도는 낮은 것으로 나타났다. 빠르게 변화되는 고령자의 사회적 지위, 학력 수준과 그동안 쌓아온 능력을 고려한 실효 성 있는 노인 일자리에 대해 정부차원에서 대안을 마련해야 할 중요 과제라 할 수 있다. 고령사회에서의 고령자의 증가는 국가적으로 또한 개인적으로 많은 경제적인 부담을 가질 수 밖에 없는 현실이다. 따라서 지역사회의 경제시장 내에서 함께할 수 있는 계획이 필요 하고 특히 영리기업과 비영리기업의 중간 형태로, 사회적 목적을 우선적으로 추구하는 사 회적 기업 등을 통해 고령자에게 사회서비스 또는 일자리를 제공하여 고령자의 삶의 질을 높이는 방안이 필요하다.
