The purpose of this study is to suggest 'NGO Mission' as an alternative to overcome the reliability crisis of Korean Church. The reason why I insist that 'NGO Mission' can be an alternative for it is because the reliability crisis of Korean Church grew from the loss of publicness of Korean Church, and 'NGO Mission' can be an alternative for implementing publicness of Korean Church. And I insist that 'NGO Mission' can be an alternative for implementing publicness of Korean Church in that ① the purpose of 'NGO Mission' is Kingdom of God, ② 'NGO Mission' utilizes NGO which performs the function of watching and criticizing State power and Economic power, the function of providing social service which a state doesn't provide and the function of speaking on behalf of social weak people etc., ③ 'NGO Mission' provides the opportunity to reduce mistrust of Korean Church by letting church form the partnerships between church and community in the process of solving community problems. This paper is done to suggest 'NGO Mission' as an alternative to overcome the reliability crisis of Korean Church. For this purpose, in the second chapter I ascertained the meaning and the necessity of 'NGO Mission.' I made definitions of NGO and NGO Mission as follows: NGO is an association which is formed to watch and criticize State power and Economic power, to provide social service which a state doesn't provide and to speak on behalf of social weak people etc. NGO Mission is to join in Missio Dei through NGO or with NGO, that is, to join in Kingdom of God Movement which is the purpose of Missio Dei, through or with NGO. And then I ascertained the necessity of 'NGO Mission' in three points of ① the demand of a new era, ② the demand of missional church, ③ the demand of public theology. In the third chapter, I suggested four theological foundations of 'NGO Mission': ① the basis of Trinity, ② the basis of Christology, ③ the basis of Kingdom of God, ④ the basis of doctrine of christian. And in the fourth chapter, I suggested four tasks of 'NGO Mission': ① the task of realization of Kingdom of God, ② the task of sympathy and healing, ③ the task of solidarity with social weak people and the pursuit of common good, ④ the task of deciding how church forms NGO.

본 논문의 목적은 한국교회의 신뢰도 위기를 극복하는 대안으로 NGO 선교를 제시하는 것이다. NGO 선교가 한국교회의 신뢰도 위기를 극복하는 대안이 될 수 있는 이유는 한국교회의 신뢰도 상실이 기독교의 공공성상실에서 비롯된 것이기 때문이며, NGO 선교야말로 기독교의 공공성을구현하기 위한 확실한 대안이 될 수 있기 때문이다. 다시 말해 NGO 선교는 다음의 세 가지의 관점, 즉 첫째로, 하나님나라의 공적 가치들을 구현하는 것을 목표로 한다는 점에서, 둘째로, 국가권력과 경제권력에 대한 비판과 감시의 기능, 정부가 제공할 수 없거나 무시하는 사회서비스를 제공하는 기능(구호, 원조, 개선 등), 사회적 약자의 권익을 대변하는 기능, 집단 간의 갈등을 조정하는 기능 등을 수행하는 NGO의 조직구조를 활용한다는 점에서, 셋째로, 지역사회의 문제들을 풀어가는 과정에서 지역사회와의 긴밀한 유대와 교류, 협력 관계를 이루게 됨으로써 기독교에 대한 불신을 불식시키는 기회를 제공한다는 점에서 기독교의 공공성을 구현하는 선교의 확실한 대안이 될 수 있다고 본다. 본 논문은 한국교회의 신뢰도 위기를 극복하는 대안으로 NGO 선교를제시하는 것이라고 하였다. 이를 위해 필자는 2장에서 NGO 선교의 의미와 필요성을 규명하였는데 ‘NGO란 근본적으로 사회의 공익을 목표로 해서 국가권력과 경제권력에 대한 비판과 정치, 경제, 사회구조의 개혁을 추구하거나 사회적 약자들의 권익을 옹호 또는 그들에 대한 사회서비스를 제공하기 위해 결성된 결사체’라고 정의하였고, NGO 선교란 하나님의 백성들이 NGO를 통해서 또는 NGO와 함께 하나님의 선교에 참여하는 것을의미하며, 또한 그것은 하나님의 선교의 목표인 하나님나라의 구현(하나님나라 운동)에 참여하는 것이라고 정의하였다. 그리고 ① 시대적 요청, ② 선교적 교회론의 요청, ③ 공적 신학의 요청이라는 세 가지 관점에서 NGO 선교의 필요성을 규명하였다. 3장에서 필자는 NGO 선교의 신학적 근거를 ① 삼위일체론적 근거, ② 기독론적 근거, ③ 신국론적 근거, ④ 크리스천론적 근거로 제시하였으며, 4장에서는 NGO 선교의 과제를 ① 하나님나라 구현의 과제, ② 공감과치유의 과제, ③ 사회적 약자와의 연대와 공동선 추구의 과제, ④ NGO 조직 구성 선택의 과제를 제시하였다.
