The main objectives of this research are to analyze problems of Construction Business Registration Standard (CBRS) and to propose some rational improvement plans. In order to suggest some improvement plans, this research thoroughly investigated previous studies regarding CBRS and ‘business area’, and conducted a survey with related local construction business practitioners for qualitative analysis. The principal findings of this research can be summarized as introducing enforced disqualification systems for ineligible companies and supportive systems for outstanding companies. Detailed improvement action plans are as follows. The existing construction ability evaluation method should be improved by thoroughly investigating the management condition of companies using two months average balance certification. Representatives and engineers without a construction career need to be restricted from construction business registration or complete minimum training/education programs provided by related associations. Disqualified companies including representatives who disturbed the market previously should be restricted from the construction business and their construction processes throughly monitored.

본 연구는 대구․경북 건설업체 종사들을 대상으로 실시한 설문조사 결과를 중심으로 현행 건설업 등록기준의 문제점을 분석하고 이를 기초로 합리적 개선방안을 제시하였다. 이를 위해서 건설업 등록기준과 업역제도를 중심으로 한 문헌연구와 지역업체 관계자를 대상으로 실시한 설문조사 및 건설업 관련 종사자들의 인터뷰를 분석하는 연구방법을 이용하였다. 연구의 분석결과를 요약하면 건설등록 기준 정책의 개선방향은 부적격 업체의 원활한 퇴출과 우수 업체의 성장을 촉진시켜 시장 기능의 정상화를 도모하는 것이 효과적임을 알 수 있었다. 또한 건설업 등록을 위한 자본금의 기준은 일부 상향 조정 및 보유실태 점검을 강화하여 기업의 경영 상태를 명확히 평가하는 등 시공능력평가를 강화하는 것이 중요함을 알 수 있었다. 기술 인력과 관련해서는 해당 업종의 현장 경력이 있는 기술자들을 보유하는 것이 바람직하되, 건설업 경력이 없는 대표자와 기술자는 해당 협회 등에서 소정의 교육을 이수하고, 기본 자격을 취득 후 건설업 등록을 허용하는 것이 효과적인 것으로 나타났으며, 과거 시장 질서를 왜곡한 대표자에 대하여 건설업 진입을 제한하는 것도 중요한 것으로 나타났다.
