Purpose of this study evaluated study about the unification plan of North Korea federal system in change viewpoints of domestic and foreign environment. the North Korea federal systems unification plan was presented for the first time in 1960. However, faced international environment and politics circumstance of South Korea, North Korean domestic conditions. and recognitions about a change environmental of policy decision person etc. factors, and the contents and character were continuously changed. Therefore North Korea was aggressive in a federal system plan unity, and were converted in protective directions as reflected internal and external factors. The North side's proposal's for Low-level Federation Were changed in the nation alliances which strengthened ‘coexistence․mutual prosperity’ The North Korea emphasized a plan unification a federal system for there to be an emphasis to aggressive were strategic political advertisement that was favorable in internal and external changes if we started for thinking. The North Korean federal system unification plan showed consistency, and were favorable, or were able to confirm plan unitary a federal system according to disadvantageous environments through this study so that there was coordination ability in offensive or protective thing and environmental change.

북한의 통일정책은 국내외적 여건과 정책결정자들의 환경에 대한 정세인식 등의 요인에 직면하여 그 내용과 성격이 계속 변화되어 .왔다. 이에 따라 본 논문은 대내외적 환경 요인 에 의해 북한의 통일정책이 어떻게 변화하여 제안되었는지를 분석하는데 그 목적이 있다. 북한의 통일정책은 1960년 연방제를 처음 제시한 이후, 현재에 이르기까지 기회가 있을 때 마다 연방제 통일방안을 끊임없이 반복적으로 주장하고 있으며, 이는 통일환경에 따라 시기 적으로 변화과정을 거치게 되었다. 이렇듯 북한의 통일정책은 그들의 경제여건 등 국내사정이 좋을 때는 보다 자신 있는 공세적인 통일정책을 구사했지만 그 반대의 상황일 때에는 수세적이 고 공존적 자세를 취하는 등 연방제 통일방안이 북한 체제의 생존과 유지에 집중해 왔음을 알 수 있다. 무엇보다 북한이 대내외 환경변화에 대한 정세인식과 거기에 맞게 적응을 하며, 통 일정책을 통해서 대내외 환경변화에 따라 정책적 조정능력을 과시하였다고 평가할 수 있다.
