Since the mid-1990s, North Korean human rights situation has gained serious concerns both from South Korea and international society. Especially, scholarly interests in South Korea have been divided into two positions: conservatives and liberals. The two positions have developed different argument concerning universality of human rights, the causes of serious human rights violations in North Korea, and so on. Consequently, South Korean governments have faced with the necessity of satisfying both conservative and liberals when they try to design human rights policy toward North Korea. In this regard, this article examines some critical issues South Korean governments have faced when they deal with North Korean human rights issues. In addition, this paper suggests some effective policy options to improve North Korean human rights situation.

1990년대 중반부터 북한 인권문제가 국제사회의 관심대상이 되면서 학계를 중심으로 북한 인권문제에 관한 다양한 연구들이 이루어지고 있다. 상당수 북한인권 관련 연구들은 크게 두 가지 상반된 입장, 즉 소위 진보진영의 입장과 보수진영의 입장(물론 중도적 입장도 존 재하지만)으로 나눌 수 있다. 각 입장은 북한 인권침해의 원인 및 인권의 보편성과 상대성, 그리고 인도적 개입의 정당성을 둘러싸고 상이한 주장을 발전시켜 왔다. 그 결과 북한 인권 상황을 개선하기 위한 한국 정부의 노력은 국내 정치·사회집단들 간의 상반된 견해를 해소 하고, 합의에 기초한 대북인권정책 수립이라는 과제에 직면하게 되었다. 이런 점에서 본 논 문은 북한 인권문제와 관련된 쟁점은 무엇이며, 이러한 쟁점에 대한 국내외의 다양한 입장 들에 대해 검토한다. 이러한 검토에 근거해 심각한 북한 인권침해 상황을 개선하기 위한 노 력이 효과적으로 수행되기 위해서 어떠한 접근이 필요한가에 대해 논의한다.
