This study explores the present state of the National Archives of Korea (NAK) and the branch archives and proposes development programs to reestablish their roles. With regard to the NAK, I discussed five issues, and for the branch archives, I discussed three. The issues on NAK are as follows: 1) Is NAK the nation’s record keeper?; 2) Does NAK promote the establishment of local archives?; 3) Does NAK supervise and oversee the records management of all public institutions?; 4) What is the raison d’être and the vision of NAK?; and 5) Does NAK perform a simple administrative service? Meanwhile, the issues on the branch archives are as follows: 1) Is the branch archives a permanent records management institution?; 2) Are the names of the branch archives appropriate?; and 3) Are the branch archives simple document warehouses?

이 연구에서는 국가기록원과 권역별 기록관의 현단계를 점검하고 발전 방향을 제시하기 위해 국가기록원 에 대한 5개의 연구문제와 권역별 기록관에 대한 3개의 연구문제를 중심으로 논의를 진행하였다. 국가기록원 에 대해서는 1) 국가기록원은 대한민국의 기록관리자인가? 2) 국가기록원은 지방기록물관리기관 설치를 지원하고 있는가? 3) 국가기록원은 모든 공공기 관의 기록물관리를 지도․감독하고 있는가? 4) 국가기록원의 존재 이유는 무엇이며, 비전은 적절한가? 5) 국가기록원은 단순한 행정부처인가? 라는 연구문제를 점검하고, 권역별 기록관에 대해서는 1) 권역별 기록관은 영구기록물관리기관인가? 2) <서울기록관>, <부산기록관>, <대전기록관>이라는 명칭은 적절한가? 3) 권역별 기록관은 단순 문서고인가? 라는 연구문제 를 점검함으로써 국가기록원과 권역별 기록관의 역할 재정립을 위한 방안을 제안하였다.
