The purpose of this research is to present the development and activation plans for the national qualification system of coast guard to influence the national qualification system, which is responsible for the safety of water as a national qualification system and maintaining consistency and uniformity of qualifications. Thus, after analyzing the concept, current status of coast guard, and problems through literature research and prior research, the plans for developing and activating the coast guard qualification system were proposed. For the development of coast guard qualification system, firstly, the qualification criteria are divided into the coast guard(specialized) and coast guard(general) with the aim of popularization and revitalization of the current coast guard qualification system. Second, it should be developed into the qualification system that can combine theory and practice together by introducing written tests. Third, it should be developed so that the curriculum can be extended from the survival swimming curriculum to the coast guard. In addition, the Act on the Safety of Water Leisure Act needs to be amended and specified as the "National Qualified coast guard" in order to activate the coast guard qualification system. Second, it is required to introduce additional points in various maritime and structural related fields. Third, it is required to create the service to provide active publicity and information on coast guard workers.

본 연구의 목적은 수상구조사 자격제도가 국가자격제도로서 공신력을 확보하고 자격의 일관성과 통일성을 유지 하여 국내 유일 수상안전을 책임지는 국가자격제도로 영향력을 행사하기 위한 발전 및 활성화 방안을 제시하는 데 있다. 이에 문헌고찰과 선행연구를 통하여 수상구조사의 개념 및 현황 분석 그리고 문제점을 분석한 후 수상구조사 자격제도 의 발전 및 활성화 방안을 제시하였다. 수상구조사 자격제도의 발전을 위해서는 첫째, 현행 수상구조사 국가자격제도의 난이도를 낮추어서 대중성과 활성화에 목적을 두고 수상구조사(전문)와 수상구조원(일반)으로 자격기준을 구분해야 한다. 둘째, 중장기적인 측면에서 필기시험을 도입하여 이론과 실기를 함께 겸비할 수 있는 자격제도로 발전해야한다. 셋째, 생존수영 교육과정에서 수상구조사로 교육과정이 연장될 수 있도록 전개해야한다. 이와 더불어 수상구조사 자격 제도의 활성화를 위해서는 첫째, ｢수상레저안전법｣시행령 개정을 통하여 “국가자격 수상구조사”로 개정 및 명시할 필 요가 있다. 둘째, 해양경찰채용 가산점 제도가 아닌 다양한 해양 및 구조관련분야에서 가산점 도입이 요구되며, 학점은 행 학점인정을 통해 다양한 전공의 학생들이 자격을 취득하고 수상안전을 도모해야 한다. 셋째, 수상구조사에 관한 적극 적인 홍보와 정보를 제공할 수 있는 커뮤니케이션 공간을 확보하여 수상구조사와 관련된 취업, 정보 제공, 유효 및 갱신 기간 등을 주기적으로 알려주는 서비스 창출이 요구된다.
