As change of change of military environment and advance in mass media and social media, even a trivial accident is opened to the public and causes fall of confidence and depression of moral. Therefore, in various field such as defense readiness, operations, education and management of troops, the facts which decrease combat power should be removed in advance and minimize none combat loss to prevent various kinds of accidents. in the last five years, Army maintains an unchanging negative situation in military discipline accidents. This is what because consciousness of servicemen and relevant system has not been changed yet and requires new changes of safety system in Army. Army have to examine current situation of safety system and find solutions for safety culture. Especially, related accident analysis shows lack of awareness of safety culture, special organizations, relevant regulation, education and safety environment shaping. Therefore, to improve these problems, firstly, safety leadership, effective communication and team-work are needed, secondly, enforced special organizations and relevant regulation are required, thirdly, more investment and development are necessary. As safety culture awareness and safety regulations should be settled down in Army deeply and secure fighting power of Army. Consequently, Army safety culture in military organizations will be able to lead and contribute to the safety society and country.

군사적 환경 변화와 더불어 언론매체와 SNS의 발달로 군에서의 경미한 사고도 언론에 공개되어 군의 명예를 실추하고 대군신뢰와 부대사기 저하를 초래해 왔다. 따라서 군의 명 예를 실추하고 전투력을 저하시키는 각종 사고를 예방하기 위하여 전투준비 및 작전활동, 교육훈련, 부대관리 등 모든 부대활동 영역에서 전투력의 저해요인을 사전에 제거하여 비전 투손실을 최소화해야 한다. 육군의 경우 최근 5년간 안전사고 및 군기사고 현황을 보면 큰 변화 없는 현상을 유지하 고 있다. 이는 안전문화에 대한 장병들의 의식이나 관련 제도는 답보상태를 벗어나지 못하고 있기 때문이다. 이러한 현실은 육군의 안전문화정착에 대한 새로운 변화를 요구하고 있다. 이러한 육군의 안전문화 실태를 분석하고 안전문화 정착을 위해 육군차원에서 어떠한 노 력이 필요한지 대안을 찾아볼 필요가 있다. 특히, 육군의 추진실태에서 제시 되었듯이 각종 사고사례를 분석해 보면 사전 충분히 예방할 수 있는 것을 안전문화 인식의 부족과 안전문 화 구축을 위한 전문조직의 부족, 관련 법규 및 규정의 미비와 체계적이고 전문화된 교육과 안전이 보장된 상태에서 활동을 할 수 있는 환경조성이 미흡한 실정이다. 따라서, 이러한 문제점을 개선하기 위한 육군의 안전문화 정착 추진방향은 첫째, 안전문 화 의식개선으로 안전리더십, 효과적인 의사소통, Team-Work 분야에 있으며, 둘째, 안전 문화 시스템구축을 위해서는 안전문화를 정착시킬 수 있는 전문성을 가진 조직 강화와 관련 법규 및 규정을 현실에 맞게 정비하여야 하며, 전문화 된 교관능력 구비와 산업안전보건공 단 등과 같은 유관기관과 연계 양질의 교육을 받을 수 있는 여건을 갖추도록 해야 한다. 셋 째, 안전문화 환경개선을 위해 많은 투자와 개발이 필요한 실정이다. 위와 같은 안전문화 의식 및 제도들이 체계적으로 정착되어 육군의 전투력이 보장될 수 있도록 해야 할 것이다. 최종적으로는 장병들이 군 복무 중에 안전문화 체질화로 전역 후에 도 사회에서 안전문화를 선도함으로써 안전한 사회와 국가를 만들 수 있을 것이다.
