Relationship of cooperation and conflict being developed between regional countries in North East Asia implies the potential for change in security order. Especially, hegemonic competition between the US and China has already begun as a core variable to make us guess direction of security order and there exists the predominant view that it will become more fierce as time goes by. Under such situations, it is required for Korea to take following strategic selections. First, Korea has to engage in wise diplomatic strategy in order to maintain balance between 'Korea-US Alliance' for national security and 'Korea-China Strategic Cooperative Partnership' for national prosperous development. Second, Korea has to strengthen national power in order to minimize dilemma arising from competition between the US and China. Especially, it is required to secure both independent defense capabilities against North Korea's threat and leverage to powerful nations. Third, it is required to seek strategy to take the initiative to promote North-South relations. For this, it is necessary to complete the South-North dialogue, exchange cooperation, and tailored deterrence strategy against North Korea's threat. In addition, it is required to strengthen diplomatic efforts in order for US and China relations not to cause adverse affect on the Korean Peninsula.

동북아지역에서 역내 국가 간 전개되고 있는 협력과 갈등관계는 안보질서의 변화 가능성 을 시사하고 있다. 특히 미중 간 패권경쟁은 동북아 안보질서의 향방을 가늠하는 핵심변수 로서 이미 시작되었으며, 갈수록 치열해질 것으로 보는 견해가 지배적이다. 이러한 상황 하 에서 한국은 다음과 같은 전략적 선택이 요구되고 있다. 첫째, 한국은 국가안전보장을 위한 ‘한미동맹’과 국가번영발전을 위한 ‘한중 전략적 협력동 반자관계’간에 균형이 유지될 수 있도록 지혜로운 외교전략을 펼칠 수 있어야 한다. 둘째, 한국의 국력을 강화시킴으로써 미중 경쟁으로 발생할 수 있는 딜레마를 최소화해야 한다. 특히 북한 위협에 대비한 독자적 방위역량과 강대국에 대한 레버리지를 동시에 확보 해 나가야 할 것이다. 셋째, 남북관계를 주도적으로 추진할 수 있는 전략을 모색해 나가야 한다. 이를 위해서는 남북대화와 교류협력, 그리고 북핵 위협에 대한 맞춤형 억제전략이 완성되어야 한다. 또한 미중관계가 한반도에 부정적 영향을 주지 않도록 외교적 노력을 강화해야 한다.
