민간용 드론(Drone)을 바라보는 세계인의 시선이 뜨겁다. 글로벌 기업인 아마존, 구글, 알리바바 등은 드론을 활용한 택배서비스를 추진하고 있고 최근 발생한 네팔 지진 현장 에 서는 우리나라 구조대가 드론을 활용하여 구조 활동을 지원하는 등 민간용 드론은 물류, 건 설, 재난, 환경, 감시 등 다양한 분야에서 운용되고 있다. 이러한 민간용 드론을 군사적으로 다양하게 활용할 수 있다는 것을 인식하면서도 이에 대 한 연구는 매우 부진한 실정이다. 따라서, 민간용 드론을 전·평시 군사적으로 활용할 수 있 는 분야에 대한 연구가 필요하다. 본 연구에서는 민간용 드론의 군사적 활용을 위하여 드론의 정의 및 분류를 기준으로 민 간용 드론과 군사용 드론의 장·단점을 분석하고 세계 각국의 민간용 드론의 개발동향과 활 용분야를 분석하여 이를 토대로 민간용 드론의 군사적 활용방안을 제시하고자 한다. 평시 활용방안으로는 ①군사시설 감시 및 정찰, ②교육훈련 촬영, ③불발탄 및 미확인 지 뢰 탐지, ④격오지(주요고지) 물자 운반, ⑤안전통제, ⑥공사 공정 촬영, ⑦기타(화재진압, 사고조사, 군사지형정보 제공 등) 분야에서 드론을 활용할 수 있다. 전시 활용방안으로는 ①감시 및 정찰, ②스마트 공격(자폭기능), ③화생방오염물질 탐지, ④전투물자(탄약, 장비 등) 운반, ⑤통신제한지역 통신중계, ⑥항공기 타격 유도, ⑦전장 의 료 공급, ⑧근거리 기상정보수집, ⑨기타(전파방해, 기만 및 방호, 장애물 설치 등) 분야에 서 드론을 활용할 수 있다. 또한, 민간용 드론의 군사적 활용을 위해서는 ①민간용 드론의 군사 분야에 활용해야 하 는 인식의 전환, ②군사적으로 활용할 수 있도록 드론의 기술개발 필요, ③드론 활용을 위 한 각 기관별 역할 정립, ④항공법 개정 및 징발을 위한 제도적 개선 등이 필요함을 인식하 여야 하겠다.
