Moon Jae-in administration’s economy policy is primarily based on ‘Income-led growth theory’. Income-led growth theory assumes that the virtuous cycle which is household income is the foundation of economic growth, and it leads to create a greater social wealth again will lead the economic growth. The linchpins of Moon administration’s income-led growth theory are minimum wage increase and 52 working hours per week rule. This study analyzed the surveys regarding income-led growth economic policy that were held between April 2017 and October 2018. Also, using FGI (focus group interview), this study collected data regarding how the income-led growth affected people’s lives to explain the trends and changes that the surveys showed. For additional data analysis, the STEPPER approach and three-dimensional analysis were employed as well to suggest practical alternatives.

문재인 정부 경제 정책의 핵심은‘소득주도성장론’이다. 소득주도성장 정책은 가계 소득이 성장의 밑거름이 되고, 성장의 열매가 다시 가계로 흘러 들어가 사회적 부가 선순환 하는 것을 전제로 한다. 문재인 정부 소득주도성장 정책은 특히 최저임금인상, 주 52시간 근무제 등을 핵심 축으로 한다. 본 논문은 문재인 정부 출범 1달 전인 2017년 4월부터 2018년 10월까지 19개월 동안 진행된 소득주도성장 정책 관련 여론 조사를 선별해 추이를 분석하고, 변화된 여론 추이를 설명하기 위해 초점집단면접 (FGI: Focus Group Interview)을 진행했다. 여론조사 추이 관련 FGI 분석 결과를 STEPPER 접근법을 통해 7가지 요소를 추출했고, 3차원 분석기법에 대입해 면접 참 여자들의 의견을 직업별로 분석해 현 정부 소득주도성장론에 대한 대안을 제시하고자 했다.
