The purpose of this short study is to briefly examine ‘political entrepreneurship’ that seeks opportunities to obtain political interests. A political market is strewn with opportunities to gain benefits and rents unnoticed by the general public just like private markets. Snatching these opportunities in a political market requires entrepreneurship as well. Political entrepreneurship can be defined as individuals’ act of watching vigilantly for unnoticed profit opportunities to gain political benefits they want. In doing so, we examines the definition of the concept of political entrepreneurship, the difference between political entrepreneurship and economic entrepreneurship, strategies to capture the opportunities to gain political benefits, and conditions for political entrepreneurship to be exercised.

본 소고의 목적은 정치적 이권 기회를 노리는 ‘정치적 기업가정신’(political entrepreneurship)을 요약적으로 고찰하는데 있다. 일반 시장에서처럼 ‘정치시장’에서도 일반 사람들의 눈에 띄지 않은 이익이나 지대 획득 기회들이 널려 있다. 그러한 이익을 가로채 가려면 정치시장에서도 기업가정신이 필요하다. ‘정치적 기업가정신’이란 정치적 이익을 얻기 위해 다른 사람들의 눈에 띄지 않는 이윤 획득 기회(unnoticed profit opportunity)를 호시탐탐 노리는 행위”라고 정의할 수 있다. 또한 ‘정치적 기업가’(political entrepreneur)란 정치시장에서 새로운 정치적 사업을 발견하는 사람, 정부가 제공하 는 보조금, 보호조치, 규제, 계약 등을 포획하여 이익을 얻으려는 사업가들, 대중영합적인 정책을 통해 자신의 정치적 경력과 인기를 얻으려는 정치인 등을 지칭한다. 이를 위해 정치적 기업가정신의 개념 정의, 사적 시장에서의 기업가정신과의 차이, 정치적 이익 획득 기회를 포획하기 위한 전략, 정치적 기업가정신이 발동하기 위한 조건 등에 대해 살펴보고자 한다.
