This study aimed to suggest the government's priorities and policy directions for disaster safety in Korea. The results of the analysis are as follows. First, in the area of policy tasks, “society with safety experience” ranked highest, followed by “win-win society with technology-based safety”, and “society with future sustainable safety”. In the area of policy tools, human factors ranked highest, followed by financial factors, legal institutional factors, and organizational factors. According to the importance analysis of the sub-categories of policy tasks and tools, “widespread safety culture in life” ranked highest, followed by “development of public security services,” and “re-establishment of safety standard s. This study is expected to provide the future government in Korea with the basic data for establishing policy directions and agenda for disaster safety.

본 연구는 정부의 재난안전 대응정책을 위한 우선순위를 도출하고 정책방향을 제시하고자 하였다. 이를 위해 본 연구에서는 전문가 AHP 분석을 실시하였는데 분석결과를 요약하면 다음과 같다. 첫째, 정책과제영역에서 중요도가 가장 높은 순위로는 국민체감안전사회(1순위), 융합기술상생안전사회(2 순위), 미래지속가능안전사회(3순위) 순으로 도출되었다. 정책수단영역에서는 인적요인(1순위), 재 정요인(2순위), 법제도적요인(3순위), 조직요인(4순위) 순으로 조사되었다. 둘째, 정책과제 하위영역 의 8개의 중분류 항목간의 중요도를 분석한 결과 생활속안전문화(1순위), 국민생활안심서비스개발 (2순위), 안전기준체계재정립(3순위) 순으로 조사되었다. 둘째, 정책과제영역과 정책수단영역의 하 위 중분류 항목에 대한 상대적 중요도를 분석한 결과 생활속 안전문화 확산(1순위), 국민생활안심서 비스개발(2순위), 미래재난에 대비할 수 있는 안전기준체계 재정립(3순위) 순으로 조사되었다. 본 연구는 향후 정부의 재난안전에 대응한 정부의 정책방향 및 구체적인 정책과제를 설정하는데 있어 기초자료로 유용하게 활용되기를 기대해 본다.
