This study was performed with focus on how this community building was established. It tried to discover the process of community building through interaction with local people by involving with them on purpose. Therefore we provided practice methods of community organization and community building to social welfare people and practitioners and aimed at widening the horizon of study in local social welfare practices. For the study on forming process of community building, there were 17 attending meetings and discussions for about a year and we utilized Modified Grounded Theory Approach suggested by Ginosida. As a result of the study it is known that the formation of community building was on the process of ‘potential conflicts’ - ‘conflicts expressed’ - ‘conflicts calmdown’. Each structure has characteristics of positive trust, negative trust, rules and external network and the relationship occurred confidentially and simultaneously. Through these above, practitioners will obtain the understanding of how community building is advanced with what process within the local organization.

이 연구는 도시지역 마을을 대상으로 의도적 개입을 함으로써 그 개입과정에서 나타나는 지역주민들의 상호작용을 통한 마을만들기 형성 과정을 밝히고자 하였다. 따라서 사회복지관 및 실무자들에게 주민조직화와 마을만들기 실천방법, 집단운영 과정에 필요한 기초자료를 제공하고, 지역사회복지실천방법론 연구의 지평을 넓히 는 데 목적을 두었다. 이에 마을만들기 형성과정 연구를 위하여 약 1년 동안 17차례 의 회의참관 및 면담을 실시하였고 기노시다가 제안한 수정근거이론(Modified Grounded Theory Approach)을 활용하였다. 연구결과, 마을만들기 형성 과정은 ‘소집단 형성 : 갈등잠재’ → ‘다양한 활동전개 : 갈등표출’ → ‘안정적 운영 노력 : 갈등진정’으로 이루어짐을 알 수 있었다. 각 구조 는 긍정적 신뢰, 부정적 신뢰, 규범, 외부 네트워크의 속성이 존재하며 관계는 기밀하 고 동시다발적으로 일어났다. 이를 통해 실무자는 주민 조직 내에서 어떠한 과정을 거쳐서 마을만들기가 추진되는지에 대한 이해를 얻게 될 것이다.
